City Manager's Report: Digital Equity Device Pilot Program partnership with PCs for People has distributed 60 refurbished Windows 11 laptops, accessories, and one year of hotspot service to eligible households
Consent Calendar:
- Accept $700,000 in grant funding from the Puget Sound Energy Decarbonization Grant Program for Energy Smart Eastside to implement heat pump incentives for (<80% AMI) income-qualified households through the ESE Boost program. This means an extra $238k for Bellevue residents, the remainder is for Issaquah, Kirkland, Mercer Island, Redmond, and Sammamish. In 2026-2026, Bellevue is paying $874k in matching funds, and most of the money for this program is from WA state.
- Increase the contract with Hopelink for Energy Smart Eastside (ESE) Boost Heat Pump Reimbursement by $1.2M (to $9.5M plus taxes) and extending end date by one year to include all of 2027. Funds are from grants ($700k, see above) and Bellevue's Community Development department ($500k).
- Award Deck Repair (Preservation Project) to Combined Construction, Inc., not to exceed $601k plus tax, for four bridge structures (three in Wilburton/Spring District and one on Lakemont Blvd.) Bridges are evaluated every two years, as preservation work can prevent more costly future repairs and reconstruction. Federal funding was obtained through WSDOT Local Programs.
- Agreement with WSDOT to accept up to $1.3M in federal Surface Transportation Block Grant program funding provided through the Puget Sound Regional Council (PSRC) to support design of the SE Eastgate Way Sidewalk Project (CIP Plan No. PW-WB-91) to the east of Richards Rd (approx 850'). Since pedestrians sometimes walk in the bike lane, the addition of a pedestrian sidewalk will improve both cyclist and pedestrian safety.
- Five year agreement for Microsoft Enterprise Services through reseller CDW-G, not to exceed $9.3M plus tax. This covers over 1800 employees and volunteers. There has been an increase in cloud computing and storage costs, but this locks in pricing for 5 years and includes forecasted true-up costs for growth in account numbers, etc.
- Set public hearing for release of a sidewalk and utility easement located at 16035 Northup Way. The pedestrian path will be relocated to the west edge of the parcel as the former LDS church building is redeveloped into 15 single-family homes. The current trail will remain open while the new one is constructed.
- Send four grant applications to the State of Washington’s Recreation and Conservation Office (RCO) for Parks & Community Services property acquisition and development projects: Lake Sammamish property acquisitions for a future park on Lake Sammamish, reimbursement for part of the city's portion of a Coal Creek property acquisition, and a dock replacement project at Phantom Lake. Request totals $4.25M.
- Authorize $189,300 from Bellevue's ARCH Housing Trust Funds (as discussed in the Feb 24th meeting) for the Orchard Gardens Project for affordable housing. This Habitat for Humanity project will create 25 new permanently affordable ownership homes in Bellevue
- Authorize $211,100 from Bellevue's ARCH Housing Trust Funds for YWCA's Family Village Redmond Project; project will create 20 two-bedroom and three-bedroom units of permanent supportive housing in Redmond.
- Authorize $54,300 from Bellevue's ARCH Housing Trust Funds for Porchlight's Kirkland House Project, to partly fund an increase from 3 to 6 residents in this house, and other updates.
- Authorize $23,700 from Bellevue's ARCH Housing Trust Funds for the Life Enrichment Options' (LEO) Trailhead Project; three apartments will deliver six IDD units and one live-in caregiver unit in Issaquah. An Issaquah Opportunity Center will also be created on the ground floor.
- Authorize $140,400 from Bellevue's ARCH Housing Trust Funds for Imagine Housing's and St. Andrews Lutheran Church's Forest Edge Project, which will create 100 studios, one-bedroom, two-bedroom, and three-bedroom homes affordable at 60% AMI in southeast Bellevue
- Authorize $140,400 from Bellevue's ARCH Housing Trust Funds for SRM and Hopelink's Altaire at East Main Project, which will provide ~145 units of one-bedroom plus den, two-bedroom, and three-bedroom homes affordable at a range of levels from 30-60% AMI. (the list above does not total $1.3M and does not include the Bridge project in Bothell, possible that will be finalized at a future meeting)
- Approve revisions to the House Key Plus ARCH (East King County) Down Payment Assistance Program. Administered through the Washington State Housing Finance Commission (WSHFC), this provides up to $30,000 in downpayment assistance for qualified homebuyers purchasing in East King County. Since it was established in 2005, it has helped 81 households. Change would increase the $30k to $75k, reduce the required minimum contribution for borrowers from 2% to 1%, allow eligibility up to 100% AMI instead of 80% AMI, lower the interest rate from 4% to 1%, and change the program name to the “East King County Down Payment Assistance Program,” since it is being confused with the ARCH Homeownership program. There may also be administrative changes to place more responsibilities with ARCH and Bellevue. At 100% AMI, a four-person family earning $157k that puts $6000 down might have buying power of $571k according to Redfin, and I see nine two-bedroom units for sale under that price, with a range of 885 to 1212 sqft. Bellevue has paid $185k into the program since 2005, but recapitalization needs will likely go up when the program is more usable.
Public Hearing on public-private partnership development agreements. Development agreements provide certainty and flexibility to developers by identifying, or modifying, development regulations applicable to a project for the agreed term. In exchange, a city may negotiate project specific commitments, and development agreements are approved by ordinance through a City Council process. Existing DA pathways include BelRed's Spring District Catalyst Project (2009), Downtown pedestrian bridge siting and the Flexible Amenity option, East Main TOD with affordable housing, East Main Flexible Amenity, Wilburton DAs along the Grand Connection, and citywide DAs to site homeless services. I think page 12 of the LUCA staff report means that the development agreement proposal will not always (ever?) be included in the permit application package. It would be hoped that the public hearing (page 15) would benefit from disclosure of the draft agreement. A modification on page 18 would be that Development Agreements are no longer needed in certain areas for retail auto, motorcycle, truck, RV, and boat showrooms. The strike-draft also contains changes about reviews and appeals. This is the first time I've looked into this, and I'd be happy to have a conversation about the details if anyone wants to dig in further.
Sign Code Amendment This update will cover permanent business signs (special rules will apply in BelRed and along the Grand Connection), and should allow more flexibility for internal business and unique needs such as Dick's Drive-In. Temporary yard sign standards need to be content neutral; a yard sign registration program is proposed, and residents would only be allowed 2 yard signs per lot (rules for these on private property are on page 27 and public ROW on page 37), time limit may be 90 or 120 days. There will be outreach in Q2 to make sure the community is aware of the updates. Electronic Message Center signs will be allowed for BelRed and part of the Grand Connection, but must turn off by 11pm. An area around Crossroads allows two extra signs per enterprise. There are pole banner, feather banner, and ground flag rules.
Bellevue Ready for Kickoff - Global Soccer Tournament Update. Seattle will host six matches at Lumen Field—including one United States men's national soccer team group stage game—during the tournament running June 11–July 19. Visit Bellevue estimates the city will see a total of 15,000 additional overnight visitors spread throughout the tournament, an average of 2,500 additional overnight guests per local game. Station activations will transform transit hubs into community spaces with live music, pop-up art, food trucks, and multilingual welcome messaging—celebrating Bellevue’s diversity, improving wayfinding, and encouraging pre- and post-game activity. There will be a viewing party along the Grand Connection on June 19th. Some work, such as power outlet receptacle repairs, will benefit the community for years, and there will also be tidying, flower planting, etc.
Authorize sale of limited tax general obligation bonds, not to exceed $90M. Refinancing the city’s 2015 bonds should yield significant savings to the city and its taxpayers, depending on market circumstances on the date of sale of the bonds. The ordinance would authorize the sale of refunding bonds totaling about $53.2M. There are additional monies for the purpose of a property acquisition (previously authorized by City Council) anticipated to close in 2026. Annual debt service for the property acquisition will be about $2.25M/year. Previous maturity dates were 2026, 2027, and 2034, and the new maturity date may be 2046.

Safe Routes to School Survey and Interactive Map The city would like to hear from parents, students, teachers, administrators, bus drivers and neighbors about their experience walking, biking, rolling and driving near schools. Please complete this four-question survey and tell us about things you like, as well as things you see that could improve safety near your neighborhood school. Your feedback will be incorporated into the Safe Routes to School Action Plan.
BSD has a survey for families to measure interest in an elementary literacy-focused school program, with multisensory instruction that can serve students with diverse learning needs including dyslexia. Share your feedback by April 22nd.

Cultural Conversations Facilitator Course: From May to August, participants will receive a two-hour training each month on group facilitation, cultural competency, language access and best practices for participatory engagement. They will identify relevant community themes for the 2026-2027 Cultural Conversations season, which runs from September to May, and practice new skills during real-world Cultural Conversations events. Applications are due by 5pm on Sunday, April 12th.
Vendor and performer applications are open until April 19th and April 30th for the BelRed Arts Night Market. The event will take place on September 19, 4:00 PM - 10:00 PM at the BelRed Light Rail Station, featuring artist and cultural businesses/organizations booths, food trucks, arts activations, live music and more.
Transportation Emission Reduction Project grant applications for 2026 are open from April 1, 2026 to July 1, 2026. Organizations are encouraged to apply at pse.com. The deadline to submit improvement suggestions for Lake Hills’ NEP is April 22nd.
