News:
Lime service will start in Bellevue on August 10th. A community event to launch Lime service in Bellevue will be held on August 21st from 3:30-5:30pm at The Meadow just north of the transit center downtown (link) - there will be tables with mobility resources and free helmet distribution.
The new Bellevue Light Rail Shuttle will not require an app, but that also means it does not provide return trips to the Downtown Bellevue Light Rail Station. For the Bellhop service riders need to download the Ride Circuit app and book an on-demand ride. (link)
UW’s STEM Public Outreach Team (SPOT) is doing a series of workshops at NBCC for elementary students ages 6+, including one on Monday, August 4 at 3:30pm about the Laser Interferometer Space Antenna (LISA) mission - other topics are Fast Radio Bursts, the math behind polygons, and the history of our understanding of the universe.
August 3rd: Registration opens for the guided discovery tours and workshops that will be part of the Experience Bellevue event on September 19th (link) Tours (Flavors of Bellevue, Grand Connection, a photography walk, and Into the Slough) and workshops (mahjong, tai chi, manga, earthworm science, henna, salsa dancing and line dancing)
August 4th: Registration starts at noon for Residents to sign up for Parks programs featured in the September-December activity guide (link). Financial assistance available, and many programs are free.

Hearing Examiner: Release of Easement at 21 103rd Ave NE, 10am (link) This project is a 175-unit, eight story building in Old Bellevue on Main Street.

- Agreement with Braun Northwest to purchase one replacement Bomb Squad Support Vehicle, not to exceed $530k plus tax, for delivery in 2027. "Equipped with a mobile command center, elevated Night Scan camera system, and remotely operated bomb robot, the vehicle enables responders to safely assess and mitigate explosive threats while keeping personnel out of harm's way." Development Agreement to enable the BelRed Arts Transit Oriented Development project with BRIDGE Housing. This 1.15 acre parcel was known as the Kelly TOD site and is immediately south of the BelRed Link light rail station at 1500 130th Avenue NE.
BRIDGE Housing is a 100% Affordable Housing Project that will be seven stories according to the WPB (but see the exemptions being requested) with two stories of below grade parking, and ground level retail, and it will be all-electric, using no fossil fuels. It will deliver the following public benefits: At least 140 affordable units with a target of approximately 172 affordable units, including family-sized units for households at or below 80% of the area median income; perhaps 40 units to support persons with disabilities; Dedicated Arts and Cultural facilities including residential units to accommodate artists; Public Open Spaces and Gathering Areas.
In March 2025 the city issued a Request for Qualifications (RFQ) and BRIDGE Housing was selected; Council approved a Predevelopment Agreement and Ground Lease Agreement on June 23, 2026.
The Development Agreement (DA) would use the public-private partnership (P3) pathway Council created in April with Ordinance 6911, which "allow[s] greater zoning and development flexibility when the City owns or controls the property or is a major funder of the project." BRIDGE's requested modifications to building height (max of 100’, though I believe the BelRed changes being planned would allow 250’), max impervious surface limit of 100% instead of 75%, FAR of 6.0, eliminate stepbacks and need to participate in amenity system, don’t apply floorplate sizes caps that would normally apply at 40/80’, less transparency/window % on the ground floor, and no requirement for double doors, glazing in doors, or interior property line development, smaller play area, and smaller parking requirement, and exemption from the fee to cover the costs of monitoring for compliance with income and affordability restrictions.
The SEPA checklist for this project is in the July 29 Weekly Permit Bulletin. It mentions that the environmental investigation for this site has not commenced.
Study Session: Utility Connection Charge Improvements. Bellevue charges two kinds of utility connection charges: Capital Recovery Charges (CRCs), assessed system-wide, and Direct Facility Connection Charges (DFCCs), which recover the cost of specific local projects from the properties that benefit. There are 82 DFCC areas citywide. From the agenda memo: "Localized projects often represent small customer bases, resulting in significant charges (e.g., over $100,000) to individual properties. This creates a deterrent for some properties, which choose not to connect even though ratepayers have already financed the infrastructure. Accordingly, DFCCs have only recovered $22.5M of $42.5M in project costs since 1976."
Although the memo also says that the proposed changes are not expected to have an adverse impact on utility rates, it appears that no financial analysis is forthcoming (I emailed staff to follow up about this on Friday morning, and will post an update if I receive one). "In 2025, connection charge revenue represented 5% of revenue for capital funding.” Because development activity fluctuates, the budget does not depend on the receipt of these funds in any particular year, but saying that it’s only 5% (of a huge budget) doesn’t mean that it’s a minor amount. As I wrote before, my gut estimate is that CRC revenue collected might go down by 60%, and if that’s about $3M a year, it would mean the typical Bellevue household might pay an extra $50 annually in utility costs (see past posts).
I also find it hard to make assumptions about the DFCC decision with the information I have - I know we’re forgiving some projects, including some in the Downtown and Wilburton areas, $100k+ worth of utilities investment, but given the overall economic impact of these for Bellevue, there are public benefits as well. In retrospect, there could have been a cap on the DFCC fees paid as a percentage of the overall project costs, so that an office tower would still be reimbursing us but smaller projects wouldn’t be infeasible (the time to advocate for that, however, would have been when this was under consideration by the Environmental Services Commission, which has already completed their review).
Update on the Shared Micromobility Program: Lime won the request-for-proposals and signed a right-of-way contract with the city in July. The launch date is August 10 and the celebration will be on August 21st.
The initial fleet is ~500 total devices: 350 e-scooters, 100 gliders, and 50 e-bikes. The city has painted ~45 parking corrals, and additional locations will be selected based on real usage data. The geofenced service zones are Service Zones (for riding), No Parking Zones (freeway overpasses, Bellevue parks) allowing ride-through only; No Operation Zones where riders will be slowed to a full stop in areas next to the lake shores, schools, select parks, golf courses and light rail tracks"; Low Speed Zones near senior living centers, parks, and along NE 6th St from the Transit Center to Bellevue Way; and Mandatory Parking Zones near transit. Private property owners may negotiate geofences with Lime.
A third-party data platform called Ride Report will track parking compliance, fleet uptime, customer service responsiveness, and safety. The City and Lime will both provide rider education. Lime Vision is a camera-based sidewalk detection platform, and there are helmet-wearing incentives, tandem rider recognition, and route suggestions. Lime Access will provide discounted fares. You can ride to Redmond but not other cities. Minimum rider age is 18. See webpage here.
