Consent agenda: Minutes from the July 30th meeting, HR report (20 new hires, some retirements and resignations), Warrants, transfers and checks ($1.5M general fund, $643k capital projects, $47k ASB fund), Staff travel, and Coach compensation (new four year agreement with increases in the range of 1-2.6% each year).
Public Comment 4:55-5:15pm Those who wish to provide public comment in-person or online may submit their request to make public comment (online or in-person) by 12:00 pm on the Wednesday prior to a Thursday school board meeting (link).
Budget resolution to appropriate $458M from the General Fund, $84M for Capital Projects, $3.8M for Transportation, $94.5M for Debt Service, and $6.8M in ASB funds. See discussion of the budget from the last school board meeting below. Resolution 2026-12 will transfer $32.9M from the Capital Projects Fund to the General Fund for software licenses, online applications, training, and related costs. Resolution 2026-13: $1.3M in interest on the Capital Fund will be transferred to the General Fund.
There will be revisions to Procedures 1400P: Order of Business and Quorum and Procedure (regarding public comment, a weapons prohibition, and meeting recording) and 0130P: Equity & Accountability (regarding structured progress monitoring). (some of these docs require a login to see, possibly an issue with the new agenda management software).
There will also be 15 minutes of Director discussion and 75 minutes for Board Self-Reflection. More information is likely to be added to the meeting agenda before the meeting (meeting slides, etc).

A survey on community experiences and perspectives on life in Bellevue is open until August 10th (link). The survey includes questions about neighborhoods, housing, parks, arts and culture, and sense of community. Results will help the city assess service performance and identify priorities for improvement.
Registration is open now for Residents to sign up for Parks programs featured in the September-December activity guide (link). Financial assistance is available, and many programs are free. Non-residents will be able to start signing up on August 11th.
Together Center's Human Services Community Impact Award Nominations are open until August 11th - recognize non-profits, businesses, faith orgs, volunteers, staff members, community leaders, and businesses that have made a measurable difference in the lives of East King County residents.
A Transportation Investment Survey is open from now until August 20th (link), and it is very short, just asking how you get around now and where you think money should be spent.
Bellevue's CERT Basic Course: Community Emergency Response Team training is a hands-on course offered from 9/15-11/3 on Tuesdays, 6-8:45pm, final event on 11/7 - learn preparedness, fire safety, light search and rescue, disaster medical, and team organization.

Random Play Dance (RPD+) K-Pop Play Day 2 is returning to Bellevue City Hall on September 26th, from 10am-5pm (link). Consent Calendar: Minutes, Personnel changes, Warrants, transfers, and expenditures, Compensation for mechanics, Superintendent contract, Contracts for Imagine Learning (Edugenuity) for $2.2M, Sunburst Workforce (RBTs, Paras, LPN, and SLP) for $4.3M, HopSkipDrive $1.5M, and Bancroft $1.0M, surplus electronics and computers, and acknowledgement of donation to Jing Mei.
Budget: Fund Balance is almost 100% recovered, with continued fiscal stabilization planned for the next four years. Page 4: General fund revenues ($460M) are expected to exceed expenditures ($458M - this is $25M more than budgeted last year). Capital Projects Fund revenues ($167M) are expected to significantly exceed the expenditures ($84M), so the fund balance is expected to increase from $129M to $179M. Levies approved by voters for 2027 is $88.3M, and $7.8M of rollback is mandated by the school board, so the amount for collection will be $80.5M (~24% of revenue). The debt service expenditures are expected to be $94.5M. This document also contains projections for enrollment and staffing FTEs (up 1% from last year’s budget), and the employee list shows how much of their salary comes from state vs. local funds. The F-203 worksheets have the underlying calculations.
The presentation covers the legislative impacts on revenue and shows the prototypical school funding mode. Average salary is $129k, not including benefits, so we have to make up the difference between that and the $95k that the state provides. Our actual spending per pupil in Basic Ed is $14,194, but the state provides $11,255, and for special ed, 54% of costs are covered. The projections for the ending fund balance for 25-26 went up significantly (+$11.3M) between June and July, mostly due to an adjustment in MSOC (Materials, supplies, and operating costs) spending (no mention of funds generated by a property sale). The goal for 2029-2030 is a ending fund balance of $30.4M.
The appendix has a mention of sale of a school bus, and lists the other strategies that have been used to find cost savings. The public hearing on the budget will be on August 13th.
There is an update on the work of the Communications team and the proposed changes to Policy 4000 regarding language access and cultural responsiveness and the board-superintendent relationship.
Documents are also provided summarizing the administrative procedure revisions, financials, meeting slides, and a draft agenda. The stats on page 23 of the summative report are concerning, but pages 24 and 25 are better. It would be interesting to see past years’ i-Ready trends. There are also some positive trends on AP pass rates on page 30.
