Consent Calendar: Land Acquisition for the 120th Avenue NE Stage 4, NE 16th Street to Northup Way Project (CIP Plan No. PW-R-186). This project will widen 120th Avenue NE between NE 16th Street and Northup Way to include a center left-turn lane that may be channelized and right-turn pockets as needed; a second throughlane will be added in the northbound and southbound directions between future NE 16th and 17th Streets, and in the southbound direction between future NE 17th and 18th Streets. There will also be bike lanes, sidewalks, retaining walls, riparian planting, and storm water drainage (it will realign and improve an existing culvert).
Property acquisition from four parcels is required, ranging from 138 sqft to 2,142 sqft per parcel. There is the possibility of condemnation, depending on how negotiations proceed.
Sustainable Bellevue Plan Biannual Update: Key accomplishments include the launch of the Better Buildings Hub, distribution of 150 air purifiers, outreach through the updated Sustainable Bellevue Dashboard and 2024 GHG Inventory, lauch of the Climate Leaders program, Bloomberg Youth Climate Action Fund, heat pump installation through Energy Smart Eastside, building owner assistance through the Clean Buildings Incentive Program, 200 rebates for e-bikes (anticipated by the end of 2026), ChargeReady technical assistance to plan for EV charging capacity, plan to add up to seven EV chargers at Polaris (affordable housing), launch of Lime micromobility, implementation of Wilburton Vision sustainability incentives, community waste reduction education, giveaway of 700 trees (distribution event is next month), LEED Certification for Fire Station 10, energy efficiency retrofits at the Bellevue Service Center, planning for EV charging at City Hall and the Bellevue Service Center.
Staff will also share a workplan for outreach and projects in 2027-2028. Some relevant documents are referenced (the Plan and the Action Plan), but they are not attached to this agenda, and it doesn’t look like they’ve been updated at this time.
Budget Deliberations: Council will be able to discuss the input that was received during last week’s public hearing. The agenda memo talks about the categories of capital improvements that are structured into various portfolios, and Cashflow CIP documents are provided for these: General CIP, General Municipal Facilities, Grand Connection Crossing, Parks, Public Safety, Transportation, and Utilities. Notable projects within each show the forecasted spending from 2027-2032.
I still have questions about the Grand Connection Crossing funding picture, as you can see in a recent post on newbellevue.com. I also posted about the Transportation Scenarios included as options in the budget.
In October, there will be three Council meetings with presentations on various Strategic Target Areas, the Final Public Hearing will be on October 27th, and Council will continue to deliberate on November 10th to vote on their Direction for Adoption, with a final vote (possibly without discussion) on November 17th.

Written Communications (link): BelRed street grid, road planned for the park, request to have area-specific expenses offset by reductions in affordable housing fees. Albertsons submitted extensive traffic analysis for their site and area impacts. Both Bellevue Chamber and a McCullough Hill letter requested that the BelRed proposed Vernell substation go forward without an alternatives analysis (see Thursday workshop). There are many developer comments about costs related to stormwater and local streets (esp. where there are steep slopes) and also some about existing easements in place (see page 200).
Eastgate Neighborhood Area Plan Final Review Public Hearing: This document focuses on the specific characteristics of the Eastgate area, identifies needs, and includes policies regarding neighborhood identity, mixed use and neighborhood centers, community gathering places, mobility & access, and environment.
One new policy, for example, is S-EG-N38.1 "Improve active transportation facilities across Interstate 90, including at 142nd Place SE, 150th Avenue SE and SE 37th Street." I looked at the Major Projects in the Transportation Scenarios list discussed by City Council at their Sept 15th meeting, and there is a Bellevue College Connection, but this is to provide design funding for a new transportation corridor on Snoqualmie River Road (does not cross I-90). There is also a Mountains to Sound Green Way Trail project from 142nd Place SE to 150th Avenue SE (Segment 3) and some interchange improvements at SE 150th/SE 37th, that should both be possible to complete whether or not there’s a TBD tax. It seems additional advocacy may be needed to bring these NAP goals into the budget process, though there are also some generic funding line items for pedestrian improvements across the city.

Washington Aerospace Scholars (link) provides high school juniors hands-on activities and insight from industry experts to prepare students for careers in aerospace. The program runs from Nov-March and is free unless you choose to get UW credit. There are virtual info nights on Sept 21st and Oct 6th, from 6-7pm. High school juniors must apply by October 13th, though applications are being accepted now on a rolling basis.
Volunteers are needed for the Kelsey Creek Farm Fair on October 3rd - Assist staff with event set up, running children's activity booths and other event tasks at our annual Farm Fair event. Volunteers gain experience working a large event, customer service skills, experience working with children, and teamwork skills while earning community service hours. Ages 15+. (link)
King County is offering $900k in community-led tourism projects that celebrate local culture and history. Grants range from $30k-$150k and can support public events, art, cultural experiences, storytelling, and more. Applications are open through October 14th at noon.
There are openings on the Bellevue Network on Aging to give older adults a voice in issues that affect their lives. Applicants must live, work, and/or serve older adults in Bellevue, and may apply online by Friday, October 23rd. (link)
