In November 2025, the Bellevue City Council approved a $600,000 mid-biennium budget package from contingency funds to support human services. Indian American Community Services (IACS) was selected to administer the $200,000 for immigrant and refugee legal services through a collaborative service model. A panel with IACS (Lalita Uppala) and the subcontracted community partners—Africans on the Eastside (Adam Dibba), 4 Tomorrow (Monik Martinez), and The Circle (Alicia Spinner)—will discuss their collaborative efforts supporting immigrant and refugee communities.

Oral Communications: Speakers may register starting at noon on the day of the meeting (link), and are usually allotted three minutes each.
City Manager Report on the Bellevue Community Court, an alternative approach to addressing eligible, nonviolent misdemeanor offenses by combining accountability with connections to services that address underlying challenges contributing to justice system involvement. It happens weekly at the Bellevue Library, and there is also a Work Crew Program.
Consent Calendar:
- ORCA card program for city employees will increase in 2026 due to the fee increases related to Vanpool operation; the new amount will be $375k plus tax in 2026 and $425k plus tax in 2027. The original amount allocated for 2026 was below $350k, but is not mentioned. Unclear if the steep increase will be a new trend, but at least employee use of transit is up 26% now that there is the Crosslake Connection for Link.
- Purchase order with Catalyst Workplace Activation for the purchase of workstation components and installation services for the Bellevue City Hall One West Tenant Improvement project, not to exceed $505k plus tax. Balfour Beatty dba Howard S. Wright has the construction contract for the 18,134 sqft project. Demolition is complete and substantial completion of the construction is scheduled for the first quarter of 2027. Two-thirds of workstation components will be reused from the pre-existing One West area, and the remaining 34% purchased new. Activity-Based Workspaces (ABWs) will advance a flexible workplace model.
Draft 2027 State Legislative Agenda - likely amendments since the October 13th meeting are to request that the state balance energy affordability, grid reliability, and ratepayer impacts, and an adjustment to the wording about our engagement with the Association of Washington Cities.
AWC is requesting that the property tax cap be lifted, and that an update to the local tax structure be examined to make it more progressive, as well as investment in the Public Works Assistance Account, Connecting Housing to Infrastructure affordable housing reimbursements, and backfilled local revenue from lost sales tax.
2027-2028 Preliminary Budget Deliberations Summary - Staff will recap the previous discussion, and there is a new proposal for transportation (would require a 0.1% sales tax but not the vehicle tabs), $15M for land acquisition to relocate Fire Station 6 within BelRed, adjustments to the Human Services budget to reflect the new 0.01% tax for Children & Family services and a potential additional $500k beyond that, added $1.5M for Sustainability (estimated cost per ton of greenhouse gases is listed in table), market and public space activation ($50k/year), and $50k to hire an outside consultant (to accelerate the action to explore partnerships with local banks to provide financing for the construction of DADUs and cottages in conjunction with the new pre-approved plans program). The Neighbors Helping Neighbors fund usually distributes $5-10k in utility assistance a year; the city could add another $50k to sustain it for 3-4 years.
For the Transportation Benefit District, there is now a scenario 2B that would generate revenue with the 0.1% sales tax and also allocate $8M from the general fund to cover the neighborhood projects like speed reductions, traffic calming, crosswalk improvements, street lighting. More detail about what might be accomplished across a ten-year window is provided for that particular Scenario. There is a decrease in funding for the 148th and 8th intersection improvements that might be a typo. A sidewalk project is also highlighted but it’s an identical $6.5M in each column, so it seems like that’s unchanged.
The map shows greater coverage with added 2B projects than the line item descriptions would suggest. I am not sure if Arterial Street Speed Mitigation phase 1 ($1.5M) is the same as Safe Speeds Bellevue, but that and the Speed Feedback Signs (added $520k) seem likely to affect multiple areas. There is also no specified location for the Neighborhood Greenway ($700k). I think there’s also a limitation of the map where items that appear to be e.g., preservation-related look like they could have 2B funding, but it probably just overlaps geographically coincidentally, since all of the 2B items are for Neighborhood Mobility.
The $10M of one time money that I had questions about before is described on page 4 of the Agenda Memo as a result of the impact of the 0.1% sales tax “on the Grand Connection Crossing (GCX) financing plan.”
The budget picture is also different now that funds from the HB 2442 sales tax can fund things for youth and children. A spending proposal to support Childcare & Early Learning, Eviction Prevention, Shelter and Housing, Behavioral Health, Navigation and Support, and Food and Basic Needs is provided with the comparison to the previous allocation. The new funds would be able to cover approximately 60% of remaining unfunded requests across each of the five Areas of Need, with 48.5% going to Childcare and Early Learning under the staff recommendation. An additional $500k over two years could be allocated from the $10M in one-time money, and this would be divided between shelter, financial assistance, and food and basic needs.
Written Report on Winter Weather Preparedness and Response - over 150 staff participated in this year’s training. A map is provided with snow response priorities on the primary and secondary arterials and important neighborhood streets. The public can signup for extreme weather emergency alert via email or text notification at: https://bellevuewa.gov/winter. King County ALERT can also be utilized: https://kingcounty.gov/en/dept/executive-services/health-safety/safety-injuryprevention/emergency-preparedness/alert-king-county

Multilingual Learners Department Report: A continuum of services are provided. Dual Language Immersion & Bilingual Programs serve 833 students, and 2798 students have transitional bilingual services. There are 39.4 FTE teachers with an ELL/Bilingual endorsement, and 2 coaches/trainers. There are also 1349 students who previously received ML services whose progress is being monitored, and in both ELA and Math, more than 85% of students meet the standard two years after leaving the program (much higher than the state average). We also have less than half as many learners still in the transitional bilingual program after 5 years, compared to the state average, which indicates a successful program. There is a goal of providing support to 3-5th grade teachers in particular, so that they can use targeted instructional practices and reduce the number of Long-Term English Learners entering middle school.
Levy Certification for 2027 resolution: The four-year levy was approved by voters in February 2026, but the school district is not allowed to collect as much as was approved by voters. There is higher enrollment and the max levy per pupil amount has increased resulting in an estimated higher EP&O levy of $6 million, higher voter approved capital levy of $4 million, and $5 million more for bonds, so the tax rate will increase by around $0.07 per $1,000. The preliminary total assessed value of properties supporting BSD has increased by $3 billion (3%), and the amount to be collected will rise from $219M in 2026 to about $234M in 2027. The board will vote to approve this levy certification annually for the four year levy; the public hearing this year was on August 13th. An F195 report shows that the $7.8M rollback is being reduced to $0, increasing the revenue collected, and there is also $64M for capital projects. The Form 64-0100 has $87.8M for the Bond, $88.3M for Enrichment, and $64M for Capital Projects, which add up to $240.1M (?).
Second reading of Dangerous Weapons and Family Medical and Maternity Leave policies, First reading of a School Director Legislative Program policy (using the model policy developed by WSSDA with minor revisions).
Study session about the Welcome Center, which is located in Wilburton. More details of this and other items on the agenda may be added online as the date of the meeting approaches, and a link to the slides is provided with the minutes from each meeting.
Environmental Services Commission, 6:30pm (link)
Solid Waste Performance Update - Republic Services is in the thirteenth year of their contract, and there is an annual review of their performance. The survey shows >80% satisfaction for overall, collection crew, telephone courtesy, customer service, and new container response, but only 56-61% for missed collection response. Due to the low satisfaction ratings for the missed collection response, Republic Services is subject to a contractual performance fee and is required to develop and implement an action plan for improving satisfaction with response time following a missed collection. Missed collections are 45% below the target of 0.1% of pickups. If a reported missed collection is not collected within 24 hours, there is also a fee, this happens about 6 times per month. Meydenbauer Center has a successful waste reduction program. The competitive procurement process for the new waste services contract will start next summer.
Water Service Line Inventory Project Update - In 2021, under the Lead and Copper Rule Revisions (LCRR), the EPA required all water utilities to perform a Lead Service Line Inventory and the report was provided to WA Dept of Health. Following the submittal (in 2024), EPA and DOH required that the water utility conduct a statistical analysis of the ‘Unknown’ water service lines. This presentation will present the history of the LCRR and the city’s approach to conducting the water service line material statistical analysis.
Storm and Surface Water System Plan Update - last presentation was in September 2025; this ESC presentation will provide information on existing policies and new policy recommendations. Attachment A has proposed changes to policy language that will be included in the revised SSWSP (capital investment to prevent erosion, emergency response to “risk” of property damage rather than “imminent threat” of same, etc). Attachment C is informational only and contains proposed language changes to be considered in the next update to the Citywide Comprehensive Plan. I do not think we should eliminate the policy to manage storm and surface water in a system-wide, watershed-based context, but at least that policy is in place now, and it seems like a good idea to talk about these in advance of the next Comprehensive Plan update.
Water System Plan Final Draft and Recommendation had been mentioned as a potential agenda item, but perhaps this has been rescheduled. The Dec 3rd meeting will have the year in review and look ahead.
Friday, November 6th
