Meetings for the week of October 19th
Note: The Planning Commission meeting last week was canceled.
Clarification: the Council’s Consent Calendar vote on the TBD during the October 13th meeting was one of the steps in advancing it, but the tax has not been created yet. From the project page, “There are three main steps to generating new revenue through a Transportation Benefit District. The council must first approve the formation of the district. This is followed by the council assuming responsibility of the district so they can address district business during a regular council meeting. The final step is to authorize the funding of the district. Currently, Bellevue’s Transportation Benefit District has been formed but has not been assumed or had any funding mechanism authorized.” Now that the second step has also been completed, I assume this webpage will be updated soon.
I don’t currently think there will be funding for a public planning process to restore Downtown Park (link), but there may be movement on getting more trees, so please let me know if you’d like to be involved.

Disability Employment Awareness Month and Community Conflict Resolution Month Proclamations
Oral Communications: Speakers may register starting at noon on the day of the meeting (link), and are usually allotted three minutes each.
Consent Calendar:
- Minutes from 10/6/26
- Claims and payroll for September: $30.9M and $19.3M
- Amend Criminal Code of the Bellevue City Code: The Bellevue City Attorney’s Office prosecutes misdemeanor and gross misdemeanor crimes that occur within the City of Bellevue, so we need to align the BCC with any changes to state statutes (sale and distribution of nitrous oxide and false identification as a peace officer). If this update were not made, arrests for these specific crimes would need to be referred to the King County Prosecutor’s Office.
Land Use Reports: Final action on the EverGlen Village rezone application and Bellewood Townhomes rezone application is scheduled for the end of the meeting.
Parking Reform LUCA Study Session: In 2024 and 2025, SB 5184, SB 6015, HB 1491, and HB 1183 were passed, and these bills standardize parking stall dimensions, establish caps on minimum parking requirements, and limit parking requirements near light rail and RapidRide stops. At the September 8th meeting, Council directed staff to reevaluate four items: whether the city should exceed baseline state requirements near certain forms of transit, reassess the recommended visitor parking requirements, reevaluate the proposed Land Use Code (LUC) incentive for reducing parking requirements when larger, more functional parking stalls are provided, and remove conflicting vertical garage clearance standards from the LUC.
#1: Around BRT stops, Council is considering whether to provide “reduced” parking requirements either ¼ or ½ mile (unclear if this is walking distance or as the crow flies from the agenda memo, but the attached map shows it as walking distance).
#2: The current visitor parking requirement is one stall per 20 housing units, and staff is proposing a reduction for buildings over 100 units, where a 1:40 ratio will apply. It is not clear if a 160 unit building would have fewer visitor parking spots than a 99 unit building. There is also the option to eliminate the visitor parking requirement entirely, but there is data showing that nearby curb parking will often not have any empty spots (though this was a scenario with inadequate enforcement where some people were staying quite long).
#3: While we cannot require stalls to be wider than 8’, Planning Commission has recommended an option that reduces the requirement by 10% if stalls are 9’ wide (in line with an existing option on page 18 of the draft). The existing widths are 8’ for standard parking and 7.5’ for compact spaces according to page 17.
#4: There was an error in the vertical clearance requirement that had been intended to apply only at garage entries, not all levels of the garage. Since the International Building Code already regulates this, the item could be completely deleted, leaving a minimum 8’2” clearance at entrance governed by building code, or we could follow Planning Commission’s recommendation that it be 8’6”. I believe it’s common for buildings to have ~14’ entrances to an internal loading zone where their trash can be collected; this can keep the trucks from waking up tons of nearby residents and outdoor trash collection also blocks sidewalks. I also see a “Structured Parking Height Clearance” of 7.5’ in 20.20.590 K.12.b in the current code.
This meeting’s discussion will not cover some items that are mandated by state law and/or previously discussed that are shown in red in the strike-draft, such as the exemption for parking requirement for affordable housing, removal of parking requirement for micro-apartments based on their floor area, new requirement for visitor parking analysis for homeless services uses (page 10). Not sure if the mixed use area parking rules being removed (page 44) are part of that category, or part of the consolidation that is removing parking rules specific to Downtown, BelRed, Factoria, Eastgate, etc.
Although the extra 300 sqft for ADUs (page 2) was intended to cover the required parking, that bonus space appears to be staying even though the parking requirement is being removed. I also hadn’t noticed before that the cottage housing parking (page 3) is only required to be consolidated if it is required, so that it’s still possible for all the cottage houses to have attached garages (not the intent). I’m not sure why the walking distance walkability test for rooming houses is being removed (page 19), or the goal of minimizing conflicts between pedestrian and vehicular movements in parking areas (page 32).
I wonder whether affordable housing providers have as much of an incentive to offer parking as other housing providers, since the cost attributed to parking reduces the amount of rent tenants are calculated to be able to pay (whether or not they have a car), as I understand it.
WARNING: There is a significant difference between the black text in the strike-draft and the version that is codified on bellevue.municipal.codes, and I am not sure if it was not updated since there were changes to the code this spring related to design review, or if it anticipates other changes that have yet to be codified. If the distinction is relevant to you, please reach out so that I can give you an update when I have clarity on this.
Budget Deliberations: Discussion of the Preliminary 2027-2028 Operating Budget and the 2027-2032 Capital Improvement Program Plan through the Thriving People & Communities and High Quality Built & Natural Environment Strategic Target Areas and presentation of the proposed Development Services Fees.
Thriving People and Communities: Support outreach and services, support the Affordable Housing Strategy, fund a new Flexible Project Fund, provide access to recreation and community centers, Human Services (budgeting will be updated to include the new funds for children and families from the 0.01% sales tax). A list of all the HSC awardee recommendations and funding amounts is attached.
High Quality Built & Natural Environment: Supports partnership to develop housing, community space, and park-and-ride garage at BelRed light rail station, Phase 2 of Energy Planning and Grid Capacity work, “long-term vision for the Civic Center District that includes the Grand Connection Crossing, City Hall block, and adjacent redevelopment areas in Downtown and Wilburton,” Public Art Program, low-interest loans for building decarbonization, building and vehicle electrification, climate resilience, Building Decarbonization Study, major investments at six park sites, and the Parks Operations Facility.
Development Services is updating their fee structure to include master sign plan applications (1.75 hours), adopt the 2026 Building Valuation Data from ICC, and change the WA state multiplier from 1.11 to 1.12 based on the Marshall and Swift publication. Some fees will increase by CPI-W (3.8%), and some are going up more steeply (Clearing and Grading review, Fire Sprinker Residential Inspections, storm connection). There are also items supported by the General Fund: Code Compliance, Affordable Housing Fee Reduction, and the Small Business and Public Space Program. Policy Development & Public Information funding comes from the General Fund and Utilities Fund.
Issaquah and Renton’s School Districts provide a Capital Facilities Plan annually that determines the school impact fee for Bellevue development in those school districts, and the impact fee for both will be $0. BSD does not impose school impact fees.
An updated Memory Bank document is provided (will need more time to read all the details). In addition to the public comment summary on page 20, there is now a tally of emails sent to the Council: There are 31 who want the TBD tax increase to go to voters, 3 opposed and 13 in favor of the Grand Connection Crossing, 7 opposed and 4 supportive of Spring Blvd. Zone 3, and 7 requesting an increase to the $9M level for Sustainability (I’m not sure if that’s in contrast to the $5M allocation listed on page 24).

CIP Projects Update: BelRed park final concept will be ready early next year. In addition to the aquatic center at Airfield Park, the Master Plan includes pickleball courts, basketball court, multi-use flex field, playground and splash pad, picnic facilities, trails, and terraced lawns; the design-builder is expected to be hired this year. Robinswood Park playground contract should be awarded by Council on Nov. 10, and construction completed by next summer. Forest Drive Trailhead construction is in progress.
Summer Ranger Program completed ~3900 patrols, connected with ~69,000 visitors and provided assistance to ~4000 of them, and provided ~6000 responses when on-the-spot support was needed (off-leash dogs, graffiti, vandalism, visitor conflicts, and other day-to-day situations). They also provided proactive infrastructure support, day camps/youth engagement for 836 youths, and supported events. Data by month for 2026 is provided, but not a comparison with previous years.
Two key city planning documents are being updated: the Parks and Open Space System Plan and Recreation Program Plan. Staff will provide an overview of each and the Board’s role in plan development, and give the Board an opportunity to comment on the community engagement plan.
The Parks and Open Space System Plan serves as the primary roadmap for the long-term growth and development of Bellevue’s park system. It describes the community’s vision for parks, trails, facilities, and open space conservation. The POSSP informs City Council, boards and commissions, and staff when making decisions or recommendations about acquisition, development, and management of the citywide system. It also establishes standards for the operation and maintenance of Bellevue’s park system. As part of the update, there will be a level-of-service analysis to identify service gaps.
The Recreation Program Plan defines the city’s role in providing recreation services and establishes priorities to guide the department’s investment in recreation programs. It communicates the department’s vision, mission, and values related to recreation and outlines the goals and strategies that advance its commitment to ensuring everyone can engage in a wide range of recreation activities.
