Proclamations for Diwali, Pregnancy and Infant Loss Awareness Month, and Arbor Day

Update on the Parks and Open Space System Plan - from Aug-Dec the team is working to build awareness through pop-ups at community events and focus groups/initial surveys. There will be more extensive community outreach next year, and city-wide priorities and service gaps will be identified. The seven focus areas are:  Open Space, Greenways, Wildlife Corridors & Trails;  Park Facilities;  Active Recreation Facilities;  Urban Park Systems;  Waterfront Access;  Partnership Opportunities; and Historic, Cultural, & Art Resources. The Parks and Community Services board should recommend the final plan for Council adoption by December 2027. This is an opportunity for Council to look at the outreach plan and data to be collected and make sure the interdepartmental staff work that is planned will provide the information needed to guide acquisition, planning, and funding decisions for the parks and identify priorities that may influence future park levy packages.

Arts Commission liaison CM Sumadiwirya is recommending Laura Crisp for appointment to a partial term on the Arts Commission.

Council is expected to establish an independent salary commission (ISC) to determine whether their own salaries and benefits are in line with those in surrounding jurisdictions, and allow minor amendments regarding the ISC (process would start in early 2027).

Oral Communications: Speakers may register starting at noon on the day of the meeting (link), and are usually allotted three minutes each.

Consent Calendar (only one item): Move forward with the Transportation Benefit District to fund transportation infrastructure (0.1% sales tax and $20-$50 vehicle annual tab)

Budget Deliberations: Discussion of the Preliminary 2027-2028 Operating Budget and the 2027-2032 Capital Improvement Program Plan through the Community Safety & Health, Vibrant Economy, and High Performance Government Strategic Target Areas and presentation of the proposed Utility Rates.

This is one of a series of Budget discussions; on Oct 20th, Council will cover things like human services, housing, community engagement, technology, building maintenance, access to services, TOD, long term planning, Smart City, parks and streetscapes, and development services fees. The final public hearing will be on Oct. 27th.

Community Safety and Health This includes the Police Department (added position to handle CALEA accreditation), Fire Department (expanding prevention and risk-reduction, apparatus, equipment, and long-term planning such as for Fire Station 6), and the Utilities Department’s budget (Utility Bill Assistance Program expansion and rate hikes). A financial forecast for Utilities from 2027-2032 is provided that traces some of the anticipated increases to investments in infrastructure and rising wholesale prices. The combined single-family utility bill is expected to rise from $251 in 2027 to $389 in 2032, and a consistent trend of increasing rates will be facilitated by the current price increases for 2027-2028.

Vibrant Economy Community Development Department and Economic Development Plan, including StartUp425 and the Small Business Accelerator, update to Bellevue’s Cultural Compass, support possible BIA downtown, and district management efforts for BelRed, The Spring District, and Old Bellevue, relocation of KidsQuest, and feasibility studies for a multi-use outdoor festival and event venue (location options to be determined to host events ranging in size from 300 to 7,500 people) and a 1,200 to 2,220- seat indoor regional performing arts center in Downtown Bellevue.  Development Services has a small business consulting service designed to help small businesses Start Smart in Bellevue. The budget includes funding for public space management permit process improvements to make it easier to activate public space.

High Performance Government Staffing, resources and core functions that ensure dependable, citywide service delivery. These investments prioritize maintaining essential services, supporting capital project delivery, and sustaining the city’s growing portfolio of municipal assets. There are new investments in HR staff capacity to handle recruiting, investigations and HR operations/compliance. The IT Department will be launching an enterprise Customer Relationship Management platform.

The memory bank that is tracking Council questions about the budget and Staff responses does not appear to have been updated since September 22.

Draft 2027 State Legislative Agenda Since the June forecast, projected revenues for 2027-2029 are up $430M, mostly due to higher Millionaires’ Tax projections. (I personally expect that early Millionaires’ Tax collections will be depressed below the baseline by a similar amount, since those subject to the tax may try to shift their earnings to 2027 to the extent possible). There are continued shortfalls in collected revenues from projections, so Governor Ferguson has called on state agencies to limit their budget requests, and this is the baseline for legislative negotiations.

There will be twelve new legislators this year due to retirements, and some incumbents are facing a challenger from their own party in the upcoming election. Democrats would need to add 7 House seats and 3 Senate seats to obtain a supermajority that would allow advancement of constitutional amendments without Republican support. The primary results indicate that target is ambitious but not out of reach, particularly in the House.

Bellevue’s key priorities include:  Considerations if the Legislature proposes new revenue options;  Partnership to address the affordable housing crisis, including flexible funding options;  Funding for I-405/SR 167 Corridor projects included in the I-405 Master Plan;  Capital budget funding requests for Highland Community Center Kitchen remodel ($280k) and Eastgate Commons ($1M). City advocates may also weigh in on education and housing and a host of other issues, funds, and bills that may arise (aligned with the Council’s Strategic Target Areas). Councilmember Sumadiwirya represents Bellevue on the Association of Washington Cities (AWC) Legislative Priorities Committee, and the AWC will be conducting advocacy on Budget & Fiscal Sustainability and Housing, Jobs, and Infrastructure. The Agenda also mentions our appreciation for funding that was already provided, such as the Grand Connection and Bellevue Promise Program scholarships. There is a note about the tourism promotion area sunset (may affect Visit Bellevue and Bellhop), a request for automated vehicle noise enforcement cameras to be allowed, and a request that more money from traffic safety camera infractions be kept at a local level. It says we support efforts to provide new and increased training for responders to EV and battery fires, and a request to fund the Brian Abbott Fish Barrier Board project list for salmon passage.

The timeline and next steps include various strategies for communicating with lawmakers and identifying partnerships and opportunities. The session will begin on January 11 and the AWC City Action Days are Feb 10-11.

Adoption of the Children and Family Services Sales and Use Tax, which would direct revenues from the tax increase to Bellevue rather than having them go to King County. Needs have been identified in the discussions at the Human Services Commission meetings, so more funding to support local organizations would be very welcome. I would like to know more about which programs would be eligible to be funded with this money, and hopefully that will be covered in the discussion.

Biannual update on the city’s recent economic development activities - recognition of the companies that have moved to Bellevue, efforts to engage with new companies and those affected by redevelopment, outreach to businesses of various sizes as part of the Neighborhood Area Planning, and outreach on business tax changes and the Downtown Livability 2.0 LUCA. The Outdoor Event Venue Feasibility Study is in progress. The Performing Arts Center Validation Study is being done and the upcoming expansion of the Bellevue Convention Center presents an opportunity to combine multiple initiatives to create more performing arts space. During the World Cup, occupancy was up by about 1%, with hotel revenue up 16%, $12.5M in visitor impact, and non-lodging spending data is still to come. Staff are consulting with healthcare and life sciences stakeholders in the area on the concept for a Wilburton Health Innovation District. Potential for Business Improvement Area formation.

Written report: Intergovernmental Affairs Monthly Update: During a Sept 17 meeting about housing, “Committee Chair Senator Jessica Bateman (D-22nd LD) pressed on local permitting discretion as a solvable problem, pointing to a detailed case study where a 20-unit middle-housing project was redesigned three times and ultimately abandoned because of conflicts between a city's own fire-access, street-frontage, and driveway rules — each individually defensible but collectively unworkable. Testimony repeatedly flagged specific city-level levers as ripe for 2027 legislation:”
