Consent Calendar:
- Award bid for Eastrail to NE Spring Boulevard Trail Link project to MidMountain Contractors, Inc. for $5.1M plus tax. The ~800-foot-long trail connection has 35’ vertical grade change, so the project includes geosynthetic walls and staircase construction. The path will be 14’ wide. Illumination, signage, irrigation, and wetland buffer mitigation is also included. There is sufficient funding in the 2025-2030 General Capital Improvement Program to fund this contract through Eastrail (CIP Plan No. G-103). Federal funds were awarded through PSRC (with 13.5% minimum local match). The path along NE 12th is already a nice way to get from Spring District to Downtown Bellevue, so this is a key connection. No project timeline is provided
- Agreement with Specialized Landscape, Inc., for the construction of Robinswood Community Park Playground, not to exceed $1.0M plus tax (3% over the Engineer’s estimate, lowest of 12 bidders). It includes “three additive alternates,” but those are not explained.
- Approve land acquisition of two adjacent properties under common ownership located at 1806 and 1808 West Lake Sammamish Pkwy SE, not to exceed $1.1M and $3.65M plus acquisition costs, using funds from the Parks Long-Range Planning Reserve. Public access to the waterfront is consistently identified as a top priority in resident surveys for the Parks & Open Space System Plan. The 1806 property is an undeveloped parcel of land located directly across from city owned property and is ideal for installing a future crosswalk completing the Lake to Lake Greenway Trail extension from Weowna Park down to the shore of Lake Sammamish. It adds 64 feet of shoreline, which provides better topography for design of the park, and other city departments may utilize this property for access to Lake Sammamish, such as emergency services by Police and Fire. Parks & Community Services have applied for a King County Conservation Futures grant that could cover up to 60%, and also applied for state funding. The actual acquisition of 1808 will be delayed to 2027 as we wait for funding from grants.
Eastgate and Factoria Neighborhood Area Plan Updates will amend the Comprehensive Plan, and this presentation will recap over a year of work to refine existing policies for these neighborhoods. There are map changes to the Newcastle and Richards Valley subarea plans (see Attachments I and J) to align with the boundaries of the new Eastgate Neighborhood Area Plan. There are terminology changes in the Glossary that will affect all neighborhoods.
2027-2028 Operating Budget and 2027-2032 Capital Improvement Plan: Final council direction in advance of budget adoption. Staff will seek direction on pay ranges and employment classifications; funding recommendations including Children and Families Sales Tax and supplemental one-time funding; spending plan for Community Development Block Grant funds; Development Services 2027 Fees and Passthrough School Impact Fees; 2027-2028 Utilities Rates; expand utility bill assistance eligibility to households earning up to 80% AMI; update how utility connection charges are calculated and collected; adopt 0.1% sales tax using Transportation Benefit District authority for transportation improvements; adopt 2027 property tax levies, including 1% increase; preserve the full regular levy amount available to the city (property tax banked capacity); adopt ordinance including appropriation approval by fund, summarizations of grants and donations accepted that are less than $350,000.
There are now 138 questions in the Memory Bank, and it has been updated to November 3rd. 136: Green Bank funding is increasing to $2.5M/yr, much of that supporting heat pump purchases (Q131). 132: Some permitting hourly rates are increasing about 9%. 110: Bellevue's procurement process for Business Transformation tools identified responsible AI as an area of interest to help enhance services and build public trust. 108: The new CRM platform will begin by replacing MyBellevue in summer 2027. For example, a resident who reports a pothole could choose to receive updates about nearby transportation projects, construction activity, or opportunities to provide input on transportation improvements in their area, and have more visibility into the status and history of their requests. 104: In 2025 and 2026, there were more than 156 activities sponsored by the new Public Space program, 26 completely new to Bellevue. CM Robinson interested in a staff coordinator for farmers markets. 98: The small business consulting program has worked with close to 40 small businesses and consulted on over 50 lease locations for those businesses. 97: Options for more public space activations were going to be presented at the Oct 3 meeting. 96: Next year, a household of four at 81% of area median income ($118,000) will spend 2.6% of their income on their water/sewer/storm utility bill, which is below the industry benchmark. 90: When a beaver dam was causing flooding but the Utilities Department did not have access to a drone, they started getting private bids over $10k for drone overflights of that area to locate the dam. Drone as First Responder (DFR) was able to locate the dam in 10 minutes, thus saving the Utilities Department several thousand dollars and many man hours. PD will develop protocols for mission priority in supporting other city departments. 89: Our 911 response time for the police department is 3 minutes 26 seconds, and there’s the expectation of a drone arriving at a scene within 120 seconds. There are also answers from the 10/6 and September meetings.
Memory Bank Page 28 has a summary of community input during the public hearings; surprisingly, no one is listed as opposing the Grand Connection (I think I was pretty blunt with my comment). Page 37 has the updated list of emailed community input, with 28 supportive of the TBD tax, 97 opposed, 46 who say it should go to voters, and 34 of those were a form letter. There are now 13 opposed to the Grand Connection Crossing and 26 in support. Five support Spring Blvd Zone 3 and 14 are opposed. There is also a new page that explains why we are not buying carbon offsets.
Update on Innovation Forum progress to date including priorities and events. The second Bellevue-led event happened on October 14 from 6-8 pm in City Hall and featured a panel on Human-First AI with experts discussing AI legislation and guardrails. This event was attended by 84 people where staff also announced the second Civic Innovation Challenge including partners King County and Washington State.
King County also hosted an Exchange Northwest event in Tukwila to promote the programming and the second Civic Challenge. Bellevue College hosted a smart city hackathon, sponsored by the Exchange, where students from all over the region worked together to think about innovative ways of solving civic challenges.
Applications for the Civic Innovation Challenge are due November 13th at 5pm (link). Selected participants will work directly with government and/or education staff design partners to explore challenges, refine ideas, and develop solutions grounded in real-world needs. There is a stipend of $15k-$45k and visibility to a broad civic technology audience. Applications are open to individuals, teams, startups, and businesses. Participants must be at least 18 years of age and authorized to sign a contract on behalf of themselves or their organization.
Through a partnership with PCs for People, Bellevue distributed 60 device kits to income-eligible Bellevue residents, including refurbished laptops, accessories, technical support, and a full year of internet connectivity.
The Innovation Exchange is launching a new program this year called Civic AI Innovation Lab (CAIL – pronounced SAIL). This regional program brings paid college interns, government staff, and business partners together to create reusable AI projects that strengthen public services, train the workforce of the future, and advance regional AI readiness and understanding. Applications open in November with the program running January 2027- June 2027. The paid intern program is open to full-time Bellevue College students that have completed at least 90 credits.
Written report: Intergovernmental Affairs Monthly Update as of October 31, 2026 Rep. Berg (D-44th LD) is floating a proposal to replace the state B&O tax with a tax on business margins, and Sen. Jamie Pedersen (D-43rd LD) has expressed interest. Bellevue staff are closely monitoring this policy development and engaging actively in city convenings. City advocates are assembling local revenue flexibility proposals for 2027, with other larger proposals like the fiscal health account, a local tax structure study, and a property tax cap revision proposed as separate bills. Some things under discussion: more flexible use of previously authorized local affordable housing revenue (HB 1406 and HB 1590); a local short-term rental tax; broader use of lodging taxes; and a new real estate and excise tax (REET) tier for infrastructure and affordable housing, clarification that all liquor and cannabis revenue distributed to cities may be used for any general government purpose, extending the window to spend HB 2015 public safety grants by 24 months and increasing the voter-approved public safety sales tax while allowing councils to impose it. levy lid lifts that repay bonds for up to 25 years; broader use of cultural access funds; fixes to single-city fire district authority; a city tax of up to 6% on digital entertainment subscriptions; and correcting the children and family services sales tax rate from 0.01% to 0.1%, which was recently implemented by Bellevue.
Transportation funding: The next revenue forecast update will be released on Nov. 16. Revenue ideas draw largely on options discussed during the 2025 budget development: a Highway Use Fee (below), higher electric vehicle fees, and a larger share of sales tax revenue for transportation. Items from the 2025 Senate revenue proposal (SB 5801) could resurface, including raising the hybrid vehicle fee from $75 to $100, a 10% e-bike surcharge, and a new $10 assessment on traffic infractions. The enacted budget assumed CCA carbon allowances would sell for roughly $54 each, but the September auction settled at $39.50, and collections are already about $229 million below expectations. Senate leaders see no path to bipartisan support for a charge based on miles driven and are looking at how a Highway Use Fee (HUF) could align with their proposal to raise and index electric vehicle fees. Sound Transit is still seeking authority to issue bonds with terms of up to 75 years and wants permit streamlining.
Four Growth Management Hearings Board (GMHB) decisions have split in their interpretation of application of the law. In Kitsap County and Anacortes, the board did not read the law to impose a mandatory implementation requirement and found Anacortes compliant. In Mercer Island, however, the board held that land use changes alone were not "adequate provisions" without the subsidies or incentives needed to make housing affordable. With this uncertainty, some cities are pausing to reconsider their affordable housing approaches, and some are questioning whether to redirect contributions from regional partnerships, such as A Regional Coalition for Housing (ARCH), to projects within their own boundaries.
This is getting too long, but there are more interesting tidbits about the Shelter Not Penalties Bill, Unit Lot Subdivision, permitting reforms to shorten timelines, Public Records Act, Tourism Promotion Area Extension, and Sip and Stroll. There are also reports about Federal legislation and King County and PSRC Committees.

Report on Micromobility, no materials attached.
Great Neighborhoods Introduction: Lake Hills and West Lake Sammamish - surveys and community engagement is happening now; a draft should be available early next year, and after some additional events and workshops, any new policies will be refined, and Council will adopt these by the end of 2027.
2026 Mobility Implementation Plan (MIP) Update - staff will continue the discussion of the volume/capacity (V/C) performance target gaps at intersections, and will seek a Commission recommendation (see prior discussion in the draft minutes). Currently, the MIP considers every intersection that does not meet the performance target as a candidate for further analysis to determine what the problem is that may be addressed through a project concept to increase capacity, the prioritization of that project concept relative to other transportation needs through the Transportation Facilities Plan (TFP), and eventual funding for design and construction in the Capital Investment Program (CIP).
Freeway-adjacent intersections under WSDOT jurisdiction will not be identified as potential project locations, though they will still be shown as green or yellow on the map. One possibility is to focus on V/C performance target gaps that exceed 10% of the target, though the staff recommendation has monitoring of all intersections that do not meet the performance target. Criteria specific to an intersection’s physical context and design include the presence of adjacent buildings at the intersection corners, the availability and cost of right-ofway needed to expand the intersection, the presence of environmentally critical areas where development may be prohibited or costly to mitigate, and impacts to the quality and safety of the pedestrian network and/or bicycle network at these intersections. Travel demand modeling can indicate the level of benefit possible with any project. Updated tables with Pedestrian and Bicycle Level of Traffic Stress and the percentages meeting targets in various sections of Bellevue, the Frequent Transit Map, and the System Intersection Performance Map are attached.

There is a Scoot to Transit program that links the Lime app and Transit GO app to detect that you’ve ended your ride (minimum 15 minutes and/or 0.25 miles) in an approved parking area at a Link station, and you’ll be able to get a credit for your ride up to $7, as well as points that you can use toward a $3 transit ride within 24 hours. After your transit ride, you’ll earn an additional credit of points worth $7 that you can use toward a future bike or scooter rental, providing last mile connectivity on the other end (link).
The link above also has a map that shows the zones by each station; there’s an entire block encompassing the downtown transit center and Link station, for instance. I’m not sure if the app will allow you to park anywhere in this area, or if you need to park inside a corral with white lines to receive these incentives.
