Final Review of 2026 Comprehensive Plan Amendment for Evans Plaza upzone - Final Review addresses specific merit-based issues and evaluates a proposed amendment using decision criteria set forth in LUC 20.30I.150. The Planning Commission may choose to move forward and schedule a Public Hearing.
The applicant is requesting a change in the land use designation from General Commercial to Lowrise 2 Mixed Use on an approximately 10-acre site. The HOMA website previously had an informational presentation that shows this would equate to a 7 story height and FAR in the range of 1-3. According to the newly signed SB 6026, it is possible that some of the ground floor would not be required to include commercial space, which affects the amenities provided to the area. Also, with any change to mixed use, the HOMA rules would then apply. Regional supplier Dunn Lumber is not included in this upzone, but if this passes, the owner there would have a much better argument for "Significantly changed conditions" than Evans Plaza has now.
Staff recommends a Lowrise 1 Mixed Use land designation instead. What would that mean? The Future Land Use Map (FLUM) includes a Lowrise Mixed Use category, but does not distinguish between 1 and 2. The Land Use Crosswalk document from 2024 does mention that the Lowrise Mixed Use FLUM category would correspond to Mixed Use Lowrise or Mixed Use Midrise under the EIS being studied, and we still have the zoning designations NB and CB that correspond to that as well (these have a maximum building height of 45/60' and 60' if you look at LUC 20.20.010). In the context of the neighborhood, the sections to the north and west of Evans Plaza on the FLUM are designated Lowrise Office Mixed Use but the zoning map shows them as PO and O (20' and 40/55' heights).
The Final Review Decision Criteria do not allow this change to be authorized unless there are "Significantly changed conditions," and the Planning Commission will need to make the call about whether that standard is met. It is difficult, since the Comprehensive Plan was updated recently, in 2024, and not much has changed since then, but the Planning Commission has signaled its willingness to proceed anyway by letting things get this far along. There are also requirements that the change demonstrate a public benefit and align with the interest and needs of the whole city, be in general conformance with the area, and other state and county-wide requirements.
Final Review of Transportation Element Conformance Comprehensive Plan Amendment - In November 2025, City Council adopted the 2026-2045 TFP, extending its timespan from 12 to 20 years due to funding limitations that meant not much could be completed in 12 years. References to 12 years will be removed with this CPA. Now that the 2009 Pedestrian and Bicycle Transportation Plan is now fully incorporated into the Mobility Implementation Plan (MIP), references to the former will be deleted, and staff's recommendation is to also remove mentions of it that weren't included in the Transportation Commission discussion.
High Density Residential LUCA: Introduction, information-only presentation. This effort was initiated with a City Council vote on May 12th, and Planning Commission will do much of the work and hold the public hearing before it goes back to City Council for the final approval in 2027.
The concept of a High Density Residential (HDR) category was included in the 2024 Comp Plan (see the Crosswalk again), with the idea that it would create more housing than the R-20 (LDR- and R-30 zoning that correspond to Medium Density Residential according to the Crosswalk. It wasn't specified before whether the HDR might be R-40 or R-50, but now the plan is to create an R-60 equivalent has been revealed. The HDR will apply to areas of Crossroads (from Highland MS to 164th, from Northrup Way to NE 8th, there's a mix of HDR and MDR) and Factoria (between the mall and Newport HS, and on the east side of Factoria Blvd, though there's taller Midrise Mixed Use along Factoria Blvd).*
In addition to the work around Crossroads and Factoria, additional density for Overlake Farms will be allowed with the other two elements of this LUCA. First, there's a proposed rezone from LL-1 to LDR-3, a big jump that skips the LL-2, SR-1, SR-2, SR-3, SR-4, LDR-1, and LDR-2 zoning categories. The LDR-3 is equivalent to the old R-15, with 15 Dwelling Units per acre according to LUC 20.20.010. There is also an update to the Planned Use Development (PUD) policy, which allows clustering housing on a larger site, thereby preserving open space, tree canopy, etc. These changes will increase the minimum eligibility threshold from 5 acres to 10 acres; define clear development standards instead of the subjective "compatibility" criteria; give additional flexibility for setbacks, lot coverage, and building placement; clarify "increased height and density potential"; strengthen clustering provisions to encourage more compact development; incentivize tree retention and affordable housing; and streamline the review and permitting process.
* The Comprehensive Land Use Plan Map that's currently on the city's Maps and GIS website shows these areas as being designated Medium Density (R-15 and R-20) and High Density (R-30) as of 8/7/2024. I need to find one that's more up-to-date, though I think it's most likely that the one labeled "Draft FLUM" if you Google "Bellevue FLUM" or the one that's an old interactive map on Engaging Bellevue are what is actually being used (I am describing the affected area based on these). I note that the EverGlen documents for the public meeting also being held on June 10th reference a FLUM dated 2/21/24.

Election of Chair and Vice Chair
Factoria and Eastgate transportation policies: Informal comments on Eastgate and Factoria neighborhood area plan updates are welcomed by staff to help ensure that the draft policies articulate clear and adequate direction to inform transportation-related investments. Updated drafts that incorporate any additional feedback will next go to the Planning Commission and be adopted by City Council.
Eastgate: Coordinate with agencies and major institutions; Coordinate with transit service providers on future high-capacity transit projects; Coordinate with WSDOT on projects near/on I-90; Implement traffic calming on local streets; Support phases of (and access to) the Mountains to Sound Greenway trail; Work on active transportation connections within larger blocks/sites and on local streets; Improve mid-block pedestrian crossings on arterials; Improve the bicycle network; Support bus facilities and service; Coordinate on transit access to Eastgate P&R and the South Bellevue Link station.
Factoria: consolidated vehicular access, shared parking, and internal circulation enhancements in larger developments; Coordinate with transit service providers on future high-capacity transit projects; Expand and enhance the pedestrian network, especially on Factoria Boulevard; Develop active transportation connections to high-capacity transit stops and on local streets; Enhance mid-block crossings; Coordinate with high trip generating locations to improve safety and access at driveways at peak hours; Coordinate with WSDOT on and near Interstates 90 and 405; Implement traffic calming on neighborhood streets; Wayfinding; Coordinate on transit access to Eastgate P&R and the South Bellevue Link station and enhance bus service to other destinations.
2026 Mobility Implementation Plan Update: staff will review the changing circumstances and experience working with the adopted Performance Metrics and Performance Targets that may inspire some amendments to the MIP. A preliminary scope of work for this limited MIP update will be discussed. Pedestrian Level of Traffic Stress (PLTS) and Bicycle Level of Traffic Stress (BLTS) tables will be updated to reflect newly reduced arterial speeds, if Council votes to approve the Safe Speeds Bellevue plan on June 23rd. The speed limit change will also affect the network completeness statistics. TC can vote on updating the MIP to reflect these once the staff has produced the updated figures/maps/calculations.
It has also been problematic to assume that typical travel speeds are 20% greater than the posted speeds. While actual speeds can be higher than the posted speed limits, it is not universally higher by 20 percent (speed limit factor). In particular, observed speeds in downtown and other parts of PMA 1 are close to or below the posted speed limit, which amplifies some of the misalignment between PLTS and BLTS shown in the maps in the memo. The proposed fix is to eliminate the multiplier, and just use the posted speed. This will also provide more flexibility in designing bicycle improvements since there will be a wider range of eligible facility types that meet the BLTS target.
Certain arterial corridors in Bellevue carry vehicle traffic that is both local and regional (aka, not all our fault, and TDM can't be expected to reduce this volume) have a vehicles over capacity ratio (V/C) performance target that is hard to meet, particularly in areas with mixed-use (PMA 2, target 0.90) or residential nature (PMA 3, target 0.85). After looking at conceptual projects, staff considers it not reasonable to expand intersections to add capacity. Widening these would make conditions less safe for pedestrians and cyclists, right of way might need to be acquired, and the cost would be excessive.
Reduced expectations for performance would be considered on a case-by-case basis rather than being applied across all of Bellevue's PMA 2 or PMA 3 areas. Candidate corridors include: o 148th Avenue (north city limits to I-90) (Retain V/C 1.0 in BelRed PMA 1) Page | 4 o Bellevue Way (south of Main Steet) o Coal Creek Parkway (south city limits to I-405 – also a freeway location) o NE 8th Street (112th Avenue NE to 148th Avenue NE).
Similarly, we may need to lower our expectations for arterial corridors near freeway access points. Candidate intersections include: o 116th Avenue NE (I-405 access at NE 4th Street and NE 8th Street) (PMA 1) o 112th Avenue NE (I-405 access at NE 4th Street and NE 8th Street) (PMA 1) o Coal Creek Parkway @ I-405.

Consent Calendar:
- Change to policy on disposition of real property under $350k, so that it is administrative and not presented to Council (such as easement releases other than utility and right-of-way). Allows options like public auction, private sale, sealed bid, exchange of in-kind goods, or sale through a broker or agent. See also Ord. 6924
- Renew the non-exclusive franchise granted by Ordinance No. 6275 to Olympic Pipe Line Company, LLC for petroleum products for an additional 10 years. Updated document is available in the Council library. The Franchise Agreement provides the city with the accountability and tools necessary to manage risks, protect community health and safety, and support a high-quality built and natural environment through essential information such as system maps, inspection records, reports of leaks or spills, and emergency response procedures. Franchise fee for the next year is $31k
- Interlocal Agreement with King County Metro for $607k for the 2026-2027 Transportation Demand Management (TDM) Implementation Program (Choose Your Way Bellevue, Bellevue SchoolPool), including $467k in pass-through federal grant funds and $140k from Congestion Mitigation & Air Quality (CMAQ).
- Ordinance 6924: authorize the hearing examiner to hold any required public hearing for real property disposition and to make improvements to clarity and implementation
- Adopt the City of Bellevue 2027-2032 Transportation Improvement Program (TIP) - Local TIPs are not revenue constrained. In most instances, projects must be included on a Local TIP to be eligible for state and federal grant programs. That means projects may be included even if funding for them is not yet available. This is in contrast with the TFP which *is* revenue constrained. THe TIP is also useful for regional planning. Twelve projects are being added to the TIP, and 30 projects are recommended to be removed from the current 2026-2031 TIP as they will be substantially completed by the end of 2026 or superseded. The table of TIP projects includes costs estimates and funding assigned from local/other sources, and there is a CIP number where applicable (when full or partial funding has been identified). Some regional projects that we may participate in are included in this list too. Maps are included toward the end of this recommended TIP document, if you are wondering if there are any line items that will affect your area.
- Authorize contract amendment to the agreement with MacDonald Miller for the additional engineering and HVAC components at the Bellevue Aquatic Center (BAC) in the amount of $161k plus tax. This brings the total contract to $934 plus tax. Additional engineering and components are needed in addition to the original proposed HVAC equipment to comply with energy code requirements.- Approve Supplemental Agreement No. 1 to the Professional Services Agreement (PO# 2450012) with Applied Research Associates Inc. in an amount up to $263k plus tax, bringing the contract for pavement evaluation to $613k plus tax. Sufficient funding exists in the 2025-2026 General Fund.
Omnibus Land Use Code Amendment (link) - these items are described as clean-up and minor, but there is still a major reduction in trees required for developments in the SR-1 zoning category, elimination of parking requirement for mass timber, *modular construction,* and passive house construction, increased Alt Max Impervious percentages (5-10%), increased height as "necessary" above 48" for solar panels, allowance of the 12' height bonus for tree retention to also apply to transition areas, There is a new policy on Consolidated review of applications for Process decisions. Variances, CALUPs (for Critical Areas), and Home Occupation Permits would no longer be published or have mailed notices sent out. It also looks like there may be eliminated setbacks in some areas, possible changes to supportive housing/homeless services, wording around average existing vs. average finished grade, and there are also changes around lot splits.
I don't fully understand the changes around Master Development Plans, Design Reviews, Departures, Design Review Deviations, Binding Site Plans, development agreements, establishment of vested rights, or the specific changes for BelRed, Factoria, Eastgate, East Main, Light Rail, Camp and Conference Center Districts, and Community Mixed Use Design Districts, but these changes appear to be significant. For instance, there had been a Design Review requirement for all projects in Mixed-Use Land Use districts, and now it will be reviewed by staff for compliance. Design Review often takes years and would include public hearing(s) as you can see in the calendar for June 10th. Seattle had something similar, but it looks like they were able to keep at least one public meeting as part of their process.
There are also BCCA changes, which allow landowners to address hazard trees before providing notice to the city.
Sign Code Adoption Staff was requested to come back with additional information for: Simplifying the temporary sign registration form; Refining the temporary sign registration requirements; and Exempting neighborhood associations from the temporary sign registration requirements. In response, less personal information will be posted on the sign face, but contact info will be stored in a database. Residents would not need to register signs placed in their yards after all, but registration for signs in the planting strip would still be required. There will be a 48 hour exemption for temporary signs for events, which supports the neighborhood and community organizations.
The Sign Code update also contains extensive specifications for wayfinding and commercial sign dimensions, materials, placement, etc. Certain areas, like Old Bellevue and BelRed have special rules. See previous newsletters.
Detention Center moratorium: One-year emergency moratorium on the acceptance or processing of applications for the establishment, expansion, or development of detention centers in the City of Bellevue. A public hearing is required to be held on such moratoria within 60 days of adoption. This will provide time for the Development Services Department to identify the gaps in current zoning and Land Use Districts, development regulations, and permitting processes that should be addressed.
