Consent Calendar
- Claims and Payroll: $35.2M and $19M
- Award the Aqua Vista Sewer Replacement project to Laser Underground & Earthworks Inc. for $881k plus tax. ~270 linear feet of 8-inch diameter sanitary sewer and 4 side sewer services on steel piles along 93rd Avenue NE within the City of Clyde Hill. This area has very weak compressible soils (peat, soft clay) that caused the sewer pipe to fail due to settlement, resulting in sewage flow blockages.
- Authorize execution of a Predevelopment Agreement and future 99 year Ground Lease with BRIDGE Housing for the redevelopment of the City-owned Kelly TOD parcel for affordable housing. The former Kelly’s Auto Body Shop, composed of 1.15 acres with approximately 33,000 sq. ft of developable area, is just south of the BelRed Link light rail station at 1500 130th Avenue NE. This parcel was originally purchased by the City of Bellevue in 2020 to support several street improvement projects along the NE Spring Boulevard corridor and ease interim parking concerns BRIDGE agrees to secure the permits and financing and define the amenities which will be included, such as artist inclusive amenities and arts-focused partnerships. BRIDGE anticipates applying for the city’s Housing Stability Program funding in the upcoming 2026 Funding Round. BRIDGE plans to submit an application under the recently approved Public-Private Partnership Development Agreement Pathway, which will come before council for the first time in late summer 2026. It will deliver at least 140 affordable units with a target of approximately 172 affordable units, including family-sized units for households at or below 80% of the area median income, and an ~4000 sqft ground floor creative facility.
- Labor agreement between the City of Bellevue and the Washington State Council of County and City Employees, AFSCME Council 2, representing the Land Use Professionals, Planners and Code Compliance Officers in the Land Use and Code & Policy Division of the Department of Development Services, for a four-year contract period (2026-2029) - currently 25 positions
- Accept $1,100,000 in grant funding from Washington State Department of Commerce for the 2024 Home Electrification and Appliance Rebate Program for Energy Smart Eastside to make heat pump incentives available to the Silver Glen Senior Cooperative Housing. Up to 86 gas furnaces and 21 air conditioners will be replaced with ducted heat pumps.
- Amend the Energy Smart Eastside Boost Heat Pump Reimbursement Contract with Hopelink, increasing the contract by $1.165M to an amount not to exceed $11.1M plus tax. In addition to the grant, $65k in unspent funds from the original HEAR 2024 Grant award is being allocated to the ESE Boost Heat Pump program.
Initial Public Hearing on the 2027-2028 Budget and 2027-2032 Capital Improvement Program Plan - Bellevue’s budget is produced every two years and includes a six-year capital budget. This is the first of three public hearings planned, and it will enable the council and City management to hear public comment prior to the development of the plan. The next public hearings are likely to be in September and October.
Informational update on the Financial Outlook of the City with an emphasis on the key economic policies and forces that the City will continue to monitor in today’s uncertain economic environment. This sets the stage for the 2027-2028 preliminary budget, and also discussed will be the methodologies used in rate setting by Development Services and Utilities. There was also a survey about quality of life and city services that asked whether respondents feel they’re getting their money’s worth. By 2034, property tax collections are expected to go down, but B&O, Sales Tax, Utility Tax, and REET are all expected to go up significantly. There is a note that “2026 State law changes to sales and business & occupation (B&O) taxes will lead to uncertainty in these sensitive revenues well into 2028.” There is a moderate pace of major project activity, but a high pace of development permit applications in other sectors, including mixed-use, single-family, and middle housing development.
“Cascade’s updated cost forecast includes an early estimate of the capital funding required for Phase 1 of the Cascade Supply Program ($1.35 billion). Cascade’s longer-term outlook anticipates escalating wholesale water supply costs, with the level of increase progressing as project activities and costs increase. Cascade forecasts annual wholesale water supply cost increases for Bellevue at about 9 percent between 2027 and 2032. The city’s cost impact is lower than the average overall Cascade member cost increase. This is due to Bellevue’s anticipated water supply requirements growing at a slower rate compared to other Cascade members.”
With the increases projected, a typical single family monthly bill for water, sewer and stormwater would rise from $251.90 in 2027 to $396.14 in 2032.
Overview of the recently completed Grid Capacity Study by AECOM for Bellevue and Redmond, which provides an assessment of the local electric grid’s ability to accommodate future population and employment growth while accounting for increasing building and transportation electrification. At current trajectories, transportation and building electrification, and new construction could increase total electricity demand in Bellevue by roughly 75% by 2050. The study focuses on the capacity of the local distribution network at the substation-level and does not evaluate the broader transmission network. The Clyde Hill, North Bellevue, Northrup, and Somerset substations are the most likely to experience capacity pressures in the near term (i.e., 2035). Substation upgrades often involve lengthy planning horizons, multi-year construction windows, and complex permitting and siting processes, so early coordination is important.
City staff and PSE worked together to identify potential action items: Initiate a semi-annual joint forecasting session with PSE to review large load requests and inflight projects and coordinate planning for block loads. Identify high-priority grid projects for permitting and select one as a pilot project to help identify continuous improvements to permitting processes. Collaborate with PSE on implementing demand-side management strategies (e.g., managed charging and flexible load programs) to reduce peak demand by kicking off a pilot project in a constrained area, achieving concrete enrollment and peak-reduction targets. Improve communications around grid capacity planning and investments to instill greater confidence in long-range planning efforts. THere is also the need to harmonize forecasting horizons and extend local grid studies beyond the standard ten-year horizon.
PSE also produces the Electric Progress Report (EPR) and the Integrated System Plan (ISP). PSE customers use slightly more power in winter, but because the transformers have a higher winter rating, there is more available capacity in the winter. Since extreme cold events drive the highest electricity demand and present the greatest reliability risk, PSE plans and builds its system to withstand worst-case winter conditions. There are substation maps showing which areas have the most reliability, and the reason for the majority of outages for each substation can vary. In Redmond and Belleve, 6% of multifamily buildings use natural gas, 9% of commercial buildings do, and 77% of single-family buildings use natural gas.

Review of the full draft for the 2025-2026 Comprehensive Plan Amendment (CPA) for the Factoria neighborhood area plan (Great Neighborhoods). Staff will describe the outreach done, and if commissioners request a Planning Commission public hearing to be scheduled for September, Council may adopt it in December.
Study Session on the Parking Reform Land Use Code Amendment (LUCA) to implement Senate Bill (SB) 5184, SB 6015, and parking provisions of House Bill (HB) 1491. Cities cannot require parking for many types of buildings where it would have been required previously (or only a reduced quantity), and cannot require non-ADA spaces to be larger than 8’ x 20’. There will also be exemptions from parking requirements for residential/mixed use that is 1/4mile walk of BRT or ½ mile walk from light rail.
Bellevue had considered expanding the bus station area definition to one-half mile from bus rapid transit, and eliminating parking requirements near standard bus stops with frequent service, but this will be deferred because station areas serve more complex functions… though we may in the future create a local definition for ‘walking distance’ and ‘major transit stop.’ There was also consideration of Citywide Elimination of Minimum Parking, but staff recommends monitoring outcomes from the state-mandated minimum parking reductions first, since a city-wide change would mean enhanced curb management and RPZ capacity would be needed. Staff does recommend adding language that ensures that changes-of-use can remove parking to a degree that is compliant with the state-mandated minimum. Maximum caps on parking are also being removed.
