Pre Hearing Conference on the SEPA Appeal of Determination of Non-Significance and Design Review Approval for 12000, 12022 & 12028 NE 8th Street and 12011 NE Bel-Red Road, 10am (link) - Broadstone East Wilburton (link) will be built on the site of Eragem and some neighboring buildings. It will have 440 units and 599,000 GSF. Total 10 stories, 5 stories of III-A construction over I-A, stepping up across with grade across site. Fire dept. access not to exceed 75-0. I do not have any info about why the SEPA appeal was filed.

This is a Special Meeting where no public comments will be taken; you can provide written comment to the Human Services Commission at humanservicescommission@bellevuewa.gov.

Commissioners will begin the recommendation process for 2027- 2028 Human Services funding, and will divide into groups to review applications for the Shelter, Fostering Wellbeing, Food, and Financial Assistance Areas of Need. There is $7M to allocate and $18.7M requested. Out of the 192 programs for which support is requested, 73 are new. No financial breakdown is specified to show how much funding is requested for each area, but there are the following numbers of applications that will be reviewed by subgroups at this meeting: Food (19), Financial Assistance (9), Shelter (20), and Fostering Wellbeing (11). In future meetings (July 6 and July 20), 67 applications for Navigation, 18 for Behavioral Health, 6 for Housing Stability, 11 for Safety from Violence, 8 for Childcare, and 9 for Medical/Dental will be considered. The Council and emerging priorities are Youth, Immigrant, and Refugee support, as well as a Council priority of Homelessness Prevention and quickly providing housing.

CIP Projects Status Report: Outreach has started on the BelRed Neighborhood Park Master Plan. Improvements, such as benches and water, are being added to off-leash permanent sites. New pop-up off-leash areas are now being implemented at Enatai Neighborhood Park, Goldsmith Neighborhood Park, and the Highland-Glendale site at 820 134th Ave NE, and a survey on dogs in parks is open now. Phase 2 of Meydenbauer Bay Park will include the Meydenbauer Bay Park Gateway Plaza at Main and 100th Ave SE, additional parking, and an interim shoreline promenade expansion, and in May, the city received State approval to utilize GCCM (General Contractor Construction Manager) alternative delivery for Phase 2.  Projects identified in the 2026-2031 Renovation, Refurbishment, and ADA Accessibility Program Report are underway. Community engagement opportunities were held at Crossroads Community Center to get user feedback from teens for a planned “teen room” upgrade. Final scoping is nearly complete for repairs and updates at the Bellevue Aquatics Center, with work anticipated to occur in August. A survey to gain community feedback on potential improvements at Enatai Neighborhood Park will be available soon.

The proposed 2027-2032 CIP utilizes a new structure  for budgeting and tracking capital projects. Parks & Community Services will have one project portfolio with four programs: • Park Development and Expansion • Trails and Natural Systems • Waterfront and Destination Parks • Renovation and Renewal. There are some goals described, and a Parks and Open Space Levy Status Report is provided, but unlike the Transportation CIP, there's no map or itemized list with budget estimates here.

       A draft letter has been generated for possible forwarding to City Council, and it says the theme of this round of funding will be "Increasing Access" - bringing a park or trail to within 1/3-mile of every Bellevue resident, the ADA Accessibility Barrier Removal Initiative will increase access to existing park facilities for all users of all abilities, access to greenspace and recreation for urban residents (Downtown, Wilburton, and BelRed),  public access to Lake Sammamish, and access to swimming lessons with the new Aquatic Center, and access to contemporary and culturally specific recreation trends.

Thursday, June 18th 

Bellevue Essentials Info Session at Crossroads Community Center, 6-6:30pm (link), also 6/29 at City Hall  - This 10-week civic engagement course is accepting applications for the 2026 cohort. The program will run from September to November, and participants will be able to meet leaders and learn how the city operates.

Recommendation on Utility Connection Charges

     Proposal #1: No more DFCCs to cover the costs of system expansions such as sewer extensions. There are also separate latecomer agreements that are not within the scope of this change. Opinion: While revenue-neutral from the perspective of existing customers, this will displace costs from projects where development is more expensive (such as forested and natural areas) onto new projects that are infill, making it more challenging to add housing in areas that can be more easily served by transit and instead accelerating sprawl into the city's more natural areas. Eliminating the price signal of expensive utility installation costs in the decision of which projects are economically rational to build will not serve us well.

      Proposal #2: Simpler Calculation using pipe diameter at the meter instead of calculating a Single-Family Equivalent based on the number of sinks and toilets. Opinion: This was said to be a significant reduction in the connection costs paid by developers of multifamily properties. A list of prices based on the pipe diameter is provided in the FAQ, but that's only informative to developers since no comparison is provided about the current charges paid by buildings of those sizes. Financial impact cannot be more than $5M a year, amount unknown, and the increased costs would be rolled into the utility bills of all customers (even those receiving financial assistance due to disability, age, or low income). I consider the displacement of costs onto utility customers to be unacceptable. Based on the typical bill for the water/sewer/stormwater being $229 bimonthly, and CRCs being $5M and rate revenue $205M, this could not possibly add more than $5.58 to a typical bill, and the agenda memo says there will not be an adverse impact. Still, it seems possible that this will cost utility customers more than the Utility Bill Assistance Program (see the Council's 6/2/26 meeting).

      Proposal #3 Pay Once Upfront - instead of being added to the utility bill over a span of ten years, have the charges paid at the time of permitting - this should not discourage development if paired with a cut in the fees per Proposal #2, and will eliminate surprise costs for new residents. Opinion: This is good in theory, but does not solve the problem for customers in buildings that are in the middle of the payback timeframe; I've proposed a customer protection disclosure for renters that includes this along with many other areas where surprise bills can be generated, and a disclosure at the time of a home purchase, so that people can budget for this expense. Proposal #3 might also provide a short-term boost to the budget, when we are simultaneously collecting fees on a ten year cycle and getting full (although reduced) payments from all new buildings up-front.

      A document labeled "Feedback received..." does not include any of the emails I sent to the ESC, but it does have some useful input from developers on the timing of when they would want to pay these fees, as well as criticism about the impacts on Bellevue residents. The agenda memo says that it is the full details of the feedback received at the time of this memo, but it's dated June 18th (not helpful for knowing what the "time of this memo" was). Hopefully the commissioners are seeing the emails which were sent to the ESC directly. I've been trying to reach out to various people at the city, including some that I reached out to just today, and hope there will be an update to post here (where you can also see the text of the emails) before the meeting happens. 

2027-2032 Revised Rate Forecast - Annual increases for water and sewer have been revised upward from the numbers presented at the May 7th meeting. Currently, water charges are expected to go up 54%, sewer by 79%, and stormwater utility charges by 42% in the 2027-2032 timeframe. While expenses in any given year may vary significantly, the forecasts take that into account and use a fairly consistent annual increase to avoid creating jumps in bill pricing for our utility customers. There are also revenue neutral changes that will increase monthly bills for single family and reduce bills for multifamily. It is notable that the Capital Facilities Renewal & Replacement (R & R) Reserve is managed based on a 75 year window, though I had previously been under the impression that we weren't pricing in the eventual development of Lake Tapps as a water source (another item I will follow up on).

A $50,000 award from Bloomberg Philanthropies’ Youth Climate Action Fund is expanding opportunities for young Bellevue residents to lead development of innovative climate solutions. There will be information on the Engaging Bellevue website, and individual grants will be up to $5,000 each.(link)

Bellevue is offering grants to arts and cultural organizations for capital projects and facility maintenance, possibly including land/building acquisition. Apply by June 15th.
