Written Comments (link): Pedestrian improvements around Factoria, Lowering tree retention/replanting requirements for developments in some neighborhoods, and the dip in allowed FAR for lots between 10k and 16k sqft. 

BelRed Look Forward (link) This is the third study session, which will cover Life Science and Medical Uses. There will be an additional study session on September 9th, and then the Public Hearing will be scheduled after that. The area proposed to be rezoned as MUM-H is currently zoned BelRed Medical Office (BR-MO), and there will be greater flexibility for residential development.

     Following up on the street network discussion, new code language will provide an option for projects to propose replacing defined local street segments with private streets. Required active use percentage of facades along private streets was reduced to 50%. There's a comment tracker that shows other areas under discussion, and staff responses. Some unnecessary parking on local streets may be removed from the street specification. Staff recommends an eight-foot wide sidewalk minimum, since there may not be an amenity zone buffering the sidewalk from the street. Developers may get credit for stream daylighting before the phase when it occurs, since it requires a major effort. There may be updates to the Critical Areas Ordinance rules about steep slopes. 

Great Neighborhoods Eastgate Update (and Request to set Public Hearing) There are descriptions of eight items that were adjusted since the last public draft: New facilities for activities should be in mixed use areas; Use of art to create a sense of arrival and wayfinding; Public services such as fire, police, and utilities; Community partnerships for Bellevue College; Connecting paths; Aquatic Center; Stream corridor access for viewing 

The last attachment is a short six page that includes some land use policy changes for things that will now be covered and addressed through the Eastgate neighborhood area plan: Delete Richards Valley Land Use Plan in its entiretyUnclear which policies are being deleted from the Newcastle Subarea Plan - one about additional density is highlighted (not sure if that is the only one being kept or the only one being deleted). Change to boundaries of where the Eastgate Planning District is superseded by the Eastgate Neighborhood Area Plan, and some policies are being deleted from the Eastgate Subarea Plan.

Cascade Water Alliance Resource Management Committee, 10-11:30am (link)

2026 MIP Update Will discuss whether to use the adopted* speed limit rather than the 1.2x speed limit factor to score streets’ safety and comfort for pedestrians and cyclists. This is a result of data collection in Bellevue showing that even 85th percentile drivers in our urban areas usually go under the speed limit. 

     In tandem with the speed limit change, removal of the 1.2 multiplier would make BelRed Rd a BLTS 3 (on the scale of BLTS 1= family friendly to BLTS 4 = experienced riders). The maps also show 2026 vs. 2045 scenarios, since traffic volumes are expected to increase. The percent of the network that is a pedestrian facility gap (filling gaps is prioritized over upgrades) remains at 22% because the speed limit factor does not affect the level of traffic stress of a facility that is not present. 

* The rollout of the adopted speed limit changes will happen in stages, and some areas won’t be updated until 2027. 

     No calendar is provided showing what to expect for the rest of the year, though the one attached to last month's meeting just had the MIP. Lower standards for “regional” arterial intersections performance targets will be discussed in September/October, along with freeway access intersections performance targets.

There is a Road Safety Assessment survey that asks about safety concerns in specific areas of BelRed and Wilburton. Bellevue is preparing the preliminary 2027-28 Budget to present to the public and City Council this September; community members will have multiple ways to learn more and weigh in on budget and transportation investments. 

Bellevue's Climate Leaders Initiative is an eight-week cohort that runs from July 29- Oct 21. In-person meetings will be held on Wednesdays from 6-7:30pm. (link)

Volunteers are needed each week at the Bellevue Farmers Market Sign-ups are open for the 2026 season; roles include info booth, set-up/tear-down, vendor support, market day champions, photographer, and Kids POP Club, for all ages and abilities with no experience necessary. For families under 60% AMI who live in a Bellevue School District area (or are enrolled in a BSD school), kids can get a $150 gift card to Old Navy in August. Supplies are limited, sign up for an appt right away.

Free Summer Meals for all kids and teens at 200+ King County locations (no income or paperwork requirement). Breakfast at Stevenson Elementary is offered from 7/6-7/23 and will be M-Th from 8:15-8:45 (eat on site). Lunch will be served at Interlake H.S. from 7/6-7/30 from 10:30-11:15am, M-F. The nearest other locations are one in Redmond, one in Woodinville, and some in Renton.
