Monday, April 20th 

https://bellevuewa.gov/code-amendments/parking-reform-land-use-code-amendment This was discussed at the February 25th Planning Commission meeting - there are many types of building for which we will not be able to require any parking or a reduced amount, based on new state laws.  On January 13th, Council directed the consideration of some additional options: Council directed staff to perform analysis and outreach to explore additional scope options that could advance related Bellevue 2044 goals. These options are: 1. Extending station area rules from a quarter mile to half a mile for RapidRide corridors 2. Removing parking requirements in areas with frequent bus service (≥4 trips/hour for ≥12 hours/day). 3. Further expanding location-based exemptions or eliminating minimum parking citywide.  Also 5/6 at Crossroads and online 5/8.

Eviction Prevention and the Bellevue Conflict Resolution Center's Housing Accord Program presentation - there was previously a presentation to Council about this program on September 23rd, which talked about grant funding for two staff members and the Early Referral Pilot. As of September, HAP had handled 454 landlord-tenant cases and provided training to over 100 property managers since its start two years earlier. Bylaws updates: Decorum-related exclusion period and term limits for commissioners Teen After-School Funding Recommendations: $86k per year in 2027 and 2028, to serve middle school and high school aged youth every day of the week.  Recommendation is to allocate the full amount to BGCB for their Lake Hills location, though Centro Cultural Mexicano and Seattle Envelopes also requested money for their Redmond locations.

Consent Calendar

- Claims and Payroll for March 2026 - $33.3M and $19M

 - MOA between Bellevue and King County to accept up to $1.7M for the South Kirkland P&R Intersections project  - alters the flow of bus and vehicular traffic within the park and ride, and traffic patterns entering and leaving.  Changes will affect the intersections at 108th Avenue NE and NE 38th Place and 107th Lane NE and NE 38th Place. It supports future BRT RapidRide K. 

- Award bid for the South Kirkland P&R Intersections project to Kamins Construction company for $995k plus tax 

- Authorize Telecommunications Right-of-Way Use Agreement with SQF, LLC doing business as Verta. Non-exclusive, 5 year term with opportunity for renewal for Small Wireless Facilities.

One new item from page 8 of the Discussion Materials is the sample project "Urban Core Bike Network Phases 1-4:. This project improves safety and connectivity by creating new protected bicycle facilities linking key corridors in the urban core including NE 1st St., NE 4th St. and Northup Way." (not clear if this will precede other bike projects)

The Revenue sources identified are B&O Tax, Property Tax, Sales Tax, Vehicle License Fees, and Other (Tax Increment Financing such as for the Grand Connection, Local improvement District, Parking & Business Improvement Area, as is being considered by BDA, Debt, Metropolitan Park District, Public-Private Partnerships, Regional Fire Authority, Amusement taxes 3% could go up to 5%, Utilities Taxes (electric and gas could go from 5% to 6%, maybe $14M annually now), Public Safety Sales Tax, Parks Impact Fees, and Fire Impact Fees.  Not mentioned: Utility Connection charges.

Page 19 says Vehicle Fees could ramp up to $5M annually, and Transportation Benefit District sales tax could bring in $11M annually. It also includes Transportation Impact Fees (variable) and traffic safety cameras (expected to bring in $2M annually) and curb parking meters (expected to bring in $2M annually), Grants, and Philanthropy.

Wednesday, April 22nd 

Deadline to comment on Curb Pricing for Bellevue's urban/growth center areas (link) and a West Lake Sammamish Single Family home impacting critical areas, including stream realignment out of the footprint of the house with a SmartDitch or similar liner and landslide catchment wall to mitigate toe-of-slope risk. Lot Coverage and Density/intensity calculations on page 26. Reasonable use exception calculations are on page 61. The wetland assessment that the entire lot is either critical area or critical area buffer is on page 76. A 35" diameter cedar near the road will be cut down and replaced with a rain garden swale. This is interesting as a point of comparison to the new CAO regulations and because of the technical challenges (link).

I think this could mean a significant tax on a limited subset of properties for 25 years, while not taxing other properties that are only a little bit farther from the site, but I don't see a city webpage about this, and there's only minimal info on the Grand Connection page here. The July 22nd briefing to City Council said this might generate up to $44M in present dollars over a 25 year period for a subsection of Bellevue that has a maximum assessed valuation of $500M. 

Written Communications (link) asking for a fee-in-lieu option for East Main to be added to the Omnibus, advocating elevated gardens, and code change to support EV charging installation (already added to the draft), and a letter supporting tree canopy protection in SR-1 zoned areas.  

BelRed Look Forward LUCA Commissioners will discuss this proposal and decide whether we are ready to hold a public hearing in an upcoming meeting. There will be major upzones that allow 250' buildings in many areas, and areas are assigned an emphasis (Residential, Office, or Medical). For example, in a residential-emphasis district, a nonresidential project would need to earn additional FAR through the amenity incentive system to build a structure of the same FAR compared to a residential project, but the residential FAR is technically unlimited.

     Since there were challenges implementing the BelRed street grid due to site issues including the presence of critical areas, slopes, and more, greater flexibility is needed to implement the street grid, but the need for local streets and green streets is still affirmed through the policies. To balance the loss of local street segments, the map also defines an area where block size limits apply. The grid layout adjustment should: • Achieve better alignment with property lines • Maintain alternative vehicular and emergency access in areas where the code limits new driveways • Preserve Green Streets and critical east-west connections • Increase the maximum tolerable length between public intersections from 300 to 600 feet • Avoid conflicts with known critical areas, including streams and steep slopes. During the study session, staff will lead the Planning Commission in a discussion of the advantages and disadvantages of considering an option that would allow public streets to be replaced with private streets (private access corridors), and suggested criteria for considering these tradeoffs. An Enhanced Shared Use Path definition was created for areas that do not need access for emergency vehicles (14' wide plus amenity zone).  

Presentation, info only, had been on the 4/8 agenda: The 2026-2032 Affordable Housing Strategy provides a roadmap, and the Affordable Housing Action Plan operates as a menu of options to guide future implementation. The actions within the Action Plan will be further developed and vetted in implementation, and the Action Plan itself may be updated every other year.  Code-related items will be advanced through the annually-viewed Land Use Process Improvement (LUPI) workplan. Draft action items currently on the LUPI workplan include Parking Reform, Lot Splitting, Safe Parking, C-1 Expansions, Downtown Livability 2.0, and High Density Residential. Other new programs or initiatives will be developed with council direction and budget authorization.

MFTE Study Session which had been tentatively planned for this meeting, is not included and does not appear on the calendar for future meetings.

Opportunities:

Bellevue Essentials, a 10-week civic engagement course, is accepting applications for the 2026 cohort. The program will run from September to November, and participants will be able to meet leaders and learn how the city operates. The Washington State Legislative Youth Advisory Council is accepting applications from 7th-10th graders until April 30th. Students must be 14-18 years old as of August 31st.

There are openings for high-schoolers and adult(s) on Bellevue's Youth Link Board, and you have until May 29th at 5pm to apply.

Engaging Bellevue has a map for residents to pin the kinds of community features they'd like to see in different parts of BelRed, as part of the BelRed Look Forward LUCA.   https://www.engagingbellevue.com/belred-luca There are 23 responses so far, about community and art space, festival streets, bike connections, streams, traffic and parking, and small businesses. 

Safe Routes to School Survey and Interactive Map The city would like to hear from parents, students, teachers, administrators, bus drivers and neighbors about their experience walking, biking, rolling and driving near schools. Please complete this four-question survey and tell us about things you like, as well as things you see that could improve safety near your neighborhood school. Your feedback will be incorporated into the Safe Routes to School Action Plan.

BSD has a survey for families to measure interest in an elementary literacy-focused school program, with multisensory instruction that can serve students with diverse learning needs including dyslexia. Share your feedback by April 22nd.

Shape the future of utility services in Bellevue by taking a quick 3-minute survey by April 30th. When it comes to drinking water, wastewater disposal, stormwater flood management, surface waterways protection, and garbage / recycling / composting management, what’s working and what can be done better?

Vendor and performer applications are open until April 19th and April 30th for the BelRed Arts Night Market. The event will take place on September 19, 4:00 PM - 10:00 PM at the BelRed Light Rail Station, featuring artist and cultural businesses/organizations booths, food trucks, arts activations,  live music and more.

Transportation Emission Reduction Project grant applications for 2026 are open from April 1, 2026 to July 1, 2026. Organizations are encouraged to apply at pse.com. The deadline to submit improvement suggestions for Lake Hills' NEP is April 22nd.
