Public Hearing at HSC for the 2027 Community Development Block Grant (CDBG) - Housing and Urban Development (HUD) regulations require the City to hold a public hearing for Community Development Block Grant (CDBG) funding each year on housing and human services needs in Bellevue. This information and input will be used to inform future human services funding recommendations and during the development of the 2027 Annual Action Plan and is considered during the 2027 CDBG funding process. If you would like to speak at this public hearing, there is an advance signup option that opens at noon, or you can attend the meeting in person or virtually. Each speaker will be limited to three minutes. Following the application period for 2027 CDBG funding, a second public hearing will be held after the Human Services Commission makes its preliminary 2027 CDBG funding recommendations.
Human Services Commission will nominate and elect a chair and a vice chair for 2026. The chair’s main responsibility is to serve as the presiding officer at meetings. The vice chair steps into that role when the chair is not available in person.

Consent Calendar:
- Release of a roadway easement at NE 55th near the Bellevue Golf Course - this will enable the property to be included in the new Parks & Community Services Operations Facility
- Authorize agreement with HDR Engineering for $3.2M plus tax to advance NE Spring Boulevard Zone 3 project to 90% - 124th Ave NE to 130th Ave NE. Designs are currently at 30%, and the scope also includes a 60% plan, completing environmental processes and preparing permitting documentation, wetland mitigation design for on-site mitigation and banking, geotechnical investigations and preparation of reports for structural elements of the project, and coordination with the Parks and Community Services Department master plan work. Does not seem that there will be coordination with the interim parking on the east portion of the site. Unclear if the mapped route is exactly what is planned, since it seems to cut across steep slopes on the south edge of the Heidelberg site, and also the building with Ken's Towing and Briatore Pizza. Does this really need to support vehicular travel? Would be far simpler as a bike/ped path, but this may allow side street access for one or two parcels instead of driveways onto NE 130th. The plan to include vehicular traffic was laid out in Comp Plan policy S-BR-79, and this is consistent with that. S-BR-87 also says that this segment should have "major active transportation facilities" so the combination of vehicular and bike/ped pathway will make this a rather wide road construction project.
- Authorize execution of a Heavy Civil General Contractor/Construction Manager (GC/CM) Contract with Kraemer North America, LLC for the I-405 Crossing - Downtown to Eastrail project (CIP Plan No. G-126) for $1.9M plus tax for initial performance of Preconstruction Services within the General Contractor - Construction Manager (GC-CM) project delivery framework. Kraemer was one of three short-listed firms whose bids were opened on March 30th. Total for this item and the two below without rounding is $23,059,379.31 plus tax and does not appear to include the Maximum Allowable Construction Cost (MACC) with construction work, risk contingency, and support services such as security, scaffolding, and cranes. Bond repayments as described in the May 5th Council meeting materials on the TIF will be $354M.
- Authorize execution of a Professional Services Supplemental Agreement (SA01) with HNTB Corporation in an amount up to $5.8M plus tax to provide owner advisory, preconstruction, and project management services within the General Contractor - Construction Manager (GC-CM) project delivery framework for the I-405 Crossing - Downtown to Eastrail project
- Authorize execution of a Professional Services Supplemental Agreement (SA04) with WSP USA, Inc. in an amount up to $15.4M plus tax, to develop final design and permitting, up to issuance of construction documents within the General Contractor - Construction Manager (GC-CM) project delivery framework for the I-405 Crossing - Downtown to Eastrail project- Authorize execution of the Eastside Public Safety Communications Agency Joint Board Interlocal Agreement for selecting a representative to the Puget Sound Emergency Radio Network Board. Bellevue's representative will be the City Manager or their designee.
- Authorize the purchase and installation of new play equipment by AllPlay, Inc. at Lewis Creek Community Park, and demolition of existing play equipment, not to exceed $510.8k plus tax This play structure seemed nice when I visited it in the last year - any thoughts about its current condition? Replacement is sometimes warranted simply because replacement parts are no longer available, and this equipment was installed in 2005.
- Authorize the purchase and installation of new play equipment by AllPlay, Inc. at Lake Hills Community Park, and demolition of existing play equipment, not to exceed $562.8k plus tax - It's been a little over a year since my kids played at this park, but the structures were ok then and the park layout was superb; such a large project cost may imply an expansion of the play area into other portions of the park. Does anyone have info? Current structures were installed in 2006.
Utility Bill Assistance Program Expansion - In 2025, the city supported about 1,100 participants through these programs for seniors, individuals with permanent disabilities, and households experiencing short-term financial hardship. There are four options, and the one recommended by ESC would provide a 35% utility discount for the 50%-80% AMI households of 35% (all ages and abilities), while retaining the existing 70% discount for seniors and disabled under 50% AMI. An additional 11,000 households in Bellevue might become eligible, and assuming a 25% participation rate (consistent with current participation), the additional annual cost might be $2.4M, or $33.48 for a typical SFR customer per year. Bellevue also has long-term utility bill assistance to single-family residential households with a solid waste account. The ESC recommended that the city expand the solid waste bill assistance program in 2027 by providing rebates to qualifying multi-family residential solid waste households.
Vision Zero Progress and Safe Speeds Bellevue (link) A micromobility rideshare launch is expected this summer. No speed change on 16% of streets, a 5 mph reduction on 64%, and a 10 mph reduction on 20% (see Attachment D). Most of Downtown Bellevue is proposed at 25 mph due to higher levels of activity, and a 20 mph zone is proposed in Old Bellevue and around Downtown Park to reflect its more pedestrian-oriented character. A map of the locations where speed limits will change is provided. Coordination with Redmond on shared streets will mean this extends into 2027 when they complete their speed study. There is survey data about the speed limit changes (people clearly had a range of interpretations for the question on page 17). Council will vote on the amendment to the BCC, where the speed limit is defined.
This annual Vision Zero report is always a good catalog of the city's many accomplishments in Transportation.
Community Crisis Assistance Team 2023-2024 Written Report (link) on the first 16 months of CCAT's implementation (2023-2024), which provided services to 1,318 individuals (avg. 6.6 contacts per person), and key outcomes for deescalation and crisis resolution, reduced hospital ER use, reduction in repeat 911 calls, reduced use of force, reduction in arrests/incarcerations, improved client experience and trust in police. Report is over 80 pages and has tons of data on demographics, city maps, number of overlapping issues, reasons for calls/reports, referrals to APS/CPS, resources provided, type of contact, and stories, as well as a description of the systems in place.

Presentation on the Eastgate and Factoria Neighborhood Plan Updates: Draft policies for Eastgate mention: "development and expansion of outdoor public spaces, including adjacent to Bellevue Airfield Park and within the Eastgate Transit Oriented Development, to accommodate cultural events, markets, and infrastructure that supports existing park facilities." "Strengthen public-private partnerships to attract employers, small businesses, and creative uses within business districts." Factoria has a proposed policy "Celebrate the cultural diversity and international character of Factoria through public art, branding, and placemaking." There are also more generic policies about inviting pedestrian environments, gathering spaces, placemaking, and collaborations.

Report on Goal of Student Agency: In 2025–26, the Student Agency goals focused on expanding equitable opportunities for student leadership and voice and establishing a baseline understanding of students’ sense of agency. Work at specific schools is highlighted. Students are more likely to report that leadership opportunities are open to all than to report taking on leadership roles themselves. The lowest-performing survey items across grade levels relate to deciding what or how students learn and seeing their feedback implemented in practice. Next year's goals will be to embed student agency in instructional practice, leverage school-based implementation with central office support, expand and normalize leadership opportunities, and strengthen feedback-to-action loops.
Study Session on Curriculum Adoption (Check for more info closer to the date of the meeting)
Interfund loan for FY2026, from Capital Projects Fund to General Fund, not to exceed $10M, will prevent negative cash flow position and be repaid within one year. In the Cash Flow Statement, July’s projection includes repayment of the existing $13 million interfund loan and anticipates this new $10 million interfund loan. Good news: The Beginning Fund balance was -$5M, the projected ending fund balance was -$3M, and the updated projected ending balance is +$11.5M. The Excess of Revenues over(under) Expenditures is expected to be $12.2M by year end. Year End Projections also have ~$7-8M less in regular instruction expenses than the Budget/Revised Budget anticipated, and total spending $13.9M below what was budgeted. (I am not an accountant, but this seems like good news all around). Without the $10M loan, there could be an intermittent negative fund balance as high as $4.7M for the month of June 2027.
For their work on the International School Replacement Project, Integrus Architecture has submitted an Add Services request of $1.5M, bringing the total A&E contract amount to $9.7M, based on a percentage of the MACC construction cost. The latter has increased from $78M to $100M due to needs identified during the EdSpecs process, significant site mitigation and right-of-way improvements required by the City, the District’s newly mandated Net-Zero Buildings requirement, and escalation in construction costs.
Award of Central Freezer Improvement project to Apex Mechanical for $742k (no tax is mentioned). This project includes demolition and replacement of the existing central walk-in freezer, replacement of the existing generator, and the addition of an automatic transfer switch and associated upgrades to the building’s electrical panel and infrastructure.
Student Fee schedule for 2026-2027 docs provided for info - there are specific upper-level high school visual arts courses to mitigate the 30% reduction of Materials, Supplies, and Operating Costs (MSOC) allocations in the past two years. Table includes policies on fee waivers and whether items are paid to the general fund or ASB fund.
