City Council meeting, 6pm (link)
(Note: this is the first meeting since August 4, so it is a very full agenda)
Proclamations for National Service Dog Month, Eastside Welcoming Week, and Hunger Action and Awareness Month
Oral Communications speakers may register online beginning at noon on the day of the Council meeting, and in-person assistance is available at 5pm. Preference is given to persons speaking to items on the agenda, who have not recently spoken.
Consent Calendar:
- Claims and payroll for July were $34.1M and $19.9M
- Late additions to the Omnibus code update that Council voted to approve on July 28th [eliminate CUP requirement for transient lodging such as hotels and motels in Mixed Use areas; add decision criteria related to CUP applications that a proposal be consistent with the Comprehensive Plan];
- Authorize a funding agreement with Washington State Department of Commerce to accept $500k in grant funding from the 2025-2027 Home Electrification and Appliance Rebate Program for Energy Smart Eastside heat pump incentives. The heat pumps installed using incentives funded by this grant are expected to begin in October this year and be completed by June 2027.
- An increase in the amount of funds that can be used for heat pump homeowner rebates of $425k, for the two distributors selected competitively (Ferguson and Gensco)
- One of the sellers of the first two properties acquired for Eastgate Park has offered to sell an additional adjacent property. This would expand the Eastgate Commons site by approximately 8,900 square feet, further enhancing park and open space opportunities for the neighborhood. The City made an offer of $1.9M, and a total of $2.6M is being allocated to cover due diligence, demolition, and other project costs.
- Accept up to $1,000,000 of Connecting Housing to Infrastructure Program (CHIP) grant funding from Washington State Department of Commerce for the reimbursement of system development charges for the Saint Andrews affordable housing project. This four-story, 100-unit project will be affordable at 60% AMI. The city will waive water, sewer, and storm and surface water capital recovery charges along with Cascade Regional Capital Facility Charges.
- General services contract with Olson Brothers Pro-Vac, LLC, dba Pro-Vac, for Stormwater Pre-Cleaning and CCTV Inspections Phase 1, not to exceed $2.5M plus tax. Only 55% of the city’s stormwater system has been inspected using CCTV, so the city will assess the remaining uninspected stormwater pipes using a combination of city staff and contracted services, with the goal of completing these in 2030.
- Amend the General Services Agreement with JMA Power Washing, LLC, adding two additional years to the contract and an additional amount not to exceed $250k plus tax for a total of five years and not to exceed $550k plus tax. They perform pressure washing services at Parks & Community Services Department sites and facilities.
- Revise the Multifamily Tax Exemption (MFTE) Program by establishing a time-limited catalyst exemption in designated land use districts. This will allow double-counting toward both the MFTE program and another affordable housing incentive program for four years.
- Three-year labor agreement with the Teamsters, Local 117 (Union) representing 41 non-uniformed employees working in Police Support. Market increase of 1.5-4.57% and 0.9x of CPI change, retroactive and through 2028, and many other items such as additional payments, changes to comp time, new job categories, logo jackets, etc.
- License Agreement with Axon Enterprise, Inc. (Sourcewell Contract) to support a Drone as First Responder (“DFR”) pilot program. Although this only funds the 1-year pilot ($262k plus tax), it sets terms for a future appropriation-dependent, 5-year agreement not to exceed $3.4M plus tax. DFR can provide scene assessments that support incident command and provide essential help during emergencies, disasters, and major events, and offer timely assessments of critical city infrastructure when needed. It offers unified support to police, fire, and emergency management.
Public Hearing on the BelRed Arts Development Agreement (link) - BRIDGE Housing Corporation (BRIDGE) will have a 99-year ground lease on the 1.15 acre parcel to develop a mixed-use, artist-focused, multifamily affordable housing project. It will have a minimum of 140 affordable dwelling units with a target of approximately 172 units offered at the 30%, 50%, and 60% AMI levels, with a mix of 1-3 bedroom apartments and ground floor creative facility space of approximately 4,000 square feet. The project will still have to go through permit review separately, and will also be seeking other financial support for the project, including funds that Bellevue has designated for affordable housing. BRIDGE is also developing The Briar in the Spring District and has a portfolio covering CA and OR as well (looks like about 128 buildings).
Discussion of the Parking Reform LUCA Ordinance, with likely direction to staff to add this to the consent calendar for final vote at a future meeting. This has already had a public hearing at the Planning Commission, but it was one of three public hearings during a single meeting, and only received one comment during the hearing - I don’t think this has received as much deliberation as it might warrant.
Many of the changes are required under state law due to SB 5184, SB 6015, HB 1491, and HB 1183. These result in substantial reductions to Bellevue's existing minimum parking ratios. There are also incentives (in the form of further parking quantity reductions) to provide 9’ wide parking stalls instead of the state’s specified 8’ minimum. I think this may loosen parking maximums, since the tables are being deleted. Would have been nice for parking aisle width to flex with stall width, but that does not seem to be included. The state deadline for compliance is January 27, 2027. A map of parcels that have walking access to RapidRide and East Link is provided, which may also be useful for understanding middle housing and co-living options around RapidRide.
King County Library System (KCLS) managers will provide an update on library operations, major initiatives, and Bellevue-specific service trends. Cardholders at the four Bellevue branches of KCLS (Lake Hills, Newport Way, Crossroads, and Bellevue Library) checked out or renewed 2.8 million items in 2025. KCLS is supporting the Grand Connection Crossing through the Tax Increment Financing agreement, hosts the Bellevue Library Community Court, operates a Makerspace at the Bellevue Library, and continues to expand its Welcoming Centers initiative in Bellevue.

Request to set Public Hearing for BelRed LUCA - This is the fourth and likely final Study Session on the update to the land use codes in BelRed, which will change the future street grid, define incentives for community amenities such as stream daylighting/restoration, create catalyst programs with extra bonuses that are available for a limited time, incentivize affordable housing construction, alternatives to providing street parking, incentives for medical and life science uses along 116th, and flexibility to respond to development proposals, etc.
This is a very impactful piece of code that will affect thousands of future Bellevue residents; if you have any suggestions for improving it, please email the PC now or comment during Oral Communications so they can consider your input in this discussion that precedes the public hearing. (For instance, I strongly concur with the comment by Ben Mickle in the 7/8 minutes that the interior streets shouldn’t be used for through traffic, since I see the map shows one cutting across the new BelRed Park. All parcels would still be served by a street that ended on each side of the park and had a small bridge for pedestrians/cyclists to reach the park from the east rather than an expensive bridge that can handle two lanes of vehicles as well. The minutes do not include all the details of Jessie Clauson’s concerns about the segment to the east of the park, but it sounds like those landowners might actually appreciate it if the street requirement was waived and they could add access in a less geotechnically challenging location.) I am also not sure what the current draft language says about the sidewalk width requirements that were discussed previously.
Written update on Bellevue College LUCA, and map of BC land holdings (link). The Bellevue College campus is currently zoned for residential development which limits the college’s ability to expand campus infrastructure. This LUCA would allow a rezone to establish a new “institutional” land use district for the college, and this would only include parcels currently owned by Bellevue College (see map).

The City of Bellevue and UW researchers are seeking local drivers to test a smartphone safety app that will alert you when pedestrians are entering the crosswalk (some makes of cars already receive alerts when the crossing button is pressed and the light begins to flash, at locations where the transmitter has been installed). The Youth Climate Action Fund welcomes teams of Bellevue youth ages 15–24 to apply for microgrants up to $5,000 to lead projects that reduce greenhouse gas emissions, build climate resilience, educate the community or advance sustainability in Bellevue. Applications for the Eastside Arts Partnership Support Grants and Project Grants are due October 10th. EAP Grants can provide up to $15k, and there are $3k, $5k, and $7k levels for the project grants to fund arts, cultural, and heritage projects. BellevueWA.gov/ArtsGrants
