Consent Calendar:

Public Hearing on the 2027-28 budget and Capital Improvement Program

Attachment C - Transportation Scenarios Memo for TBD: There are three scenarios for funding of Transportation projects in Bellevue. Scenario 1 budget is smallest, Scenarios 2 and 3 depend on the additional Transportation Benefit District (TBD) tax money from a 0.1% sales tax, and Scenario 3 adds on $20 per vehicle in annual registration. This is a 10-year CIP that may spend from $294M to $418M, depending on which option Council selects.

Page 3 states that only 11.5% of the TBD tax money ($1.26M per year) would go to Grand Connection, which could undermine the funding picture for the Grand Connection as I understand it. From the Final Project Analysis for the GCC, I quote page 81: “The Bellevue City Council approved a Transportation Benefit District (TBD) in 2023. The city's current plan is to activate this previously approved TBD to fund approximately 40 percent (approximately $141.4 million) of the Grand Connection Crossing total cost (principal and interest associated with debt issuance).” There was already a suggestion that the GCC might take about $100M in city funds in addition to the TBD and TIF funds and assuming perhaps $30M in philanthropic funding. Reducing the TBD contribution by $110M seems like it would be a problem. (Page 2 of Attachment E on Sustainability says we have “Invested $44.2 million to advance design work for the Grand Connection Crossing,” which is more than I had realized)

There is an additional bit on page 81: “In the event that TIF or other Tier 2 funding sources are less than expected, the city has additional capacity within the TBD—approximately 50 percent more or $121 million over a 20-year period—that it could exercise if necessary.” This suggests to me that we may see the $20 annual registration fee jump to $40 or $50, but the difference between Scenarios 2 and 3 is only $20M, so it seems like you’d at most be able to get an extra $60M over 20 years (and the step increases beyond $20 would come in phases).

There is also a long list of projects, many of which may look familiar to you, and items which get additional funding under Scenario 2 or Scenario 3 have that funding highlighted in yellow or blue in the table. For instance, the connection to Eastrail near Main and 116th is identified toward the bottom of page 8 as a project that wouldn’t be done at all in Scenario 1, and could be completed with $2M of funding in Scenario 2.

The middle of page 9 has $38M for Spring Blvd (Zone 3 - 124th to 130th) in Scenario 1, allowing partial construction, and almost $75M if Scenario 2 comes to pass (this will allow funding for a roadway to cut through the new park in BelRed, though imo it might be nicer for park users if it were instead a bike/ped path through the park). Some aspects of the $75M version won’t be necessary if the BelRed Look Forward LUCA map is adopted with its proposed street grid (the Planning Commission hearing is on October 14th), but the savings with a multiuse path that is dedicated to active users would also be significant.

There is not always enough information to know what is included in a project. For instance, the “Parking and Curb Management Implementation is $6.1M, but the Curb Pricing Implementation Strategy doc from the end of 2025 said that the upfront costs would be $1.6M (page 35 of 158). Implementation would not seem to include the operational costs, which were expected to be $2M/year. The Sustainability Investments attachment also mentions $3.3 million in “micromobility and curb management” in the 2027-2028 budget, though I would have expected the implementation to fall completely within this timeframe. It feels like Council is being asked to endorse unspecified programs through this budget.

The Sustainability Investments attachment also mentions $31M for healthy streams, but it’s unclear if that’s coming from one of the Parks funds, part of Storm and Surface Water, etc., that have allocations in the Preliminary Financial Plan in Attachment B. There is an info session on September 30th where it might be possible to get more details.

Wednesday, September 16th

King County Regional Transit Committee, 3pm (link) - CM Bhargava is on this committee, which will have an update on the RapidRide K at this meeting, as well as ORCA card use.

King County Growth Management Planning Council, 4pm (link) - page 6 of the agenda packet for Countywide Growth Centers says they want more commercial space, interconnectivity, and a grid network in the Eastgate area, more residential density in Crossroads, Factoria should convert buildings and remove driveways and curb cuts, and East Main may not deserve to be a free-standing Growth Center (but could be part of Downtown or Wilburton). BelRed’s application is sailing through with no comments. CM Nieuwenhuis represents Bellevue on the GMPC.

Parks and Community Services Board meeting, 6pm (link)

Includes three conceptual designs for the new BelRed park , with the Spring Blvd missing link curving through each of them. (Essential for ped-bike access, but does this need to be a vehicular route through the park? The new BelRed street map which will get a public hearing at the Planning Commission on Oct 14th might indicate that this segment is less necessary than originally envisioned).

The Youth Climate Action Fund welcomes teams of Bellevue youth ages 15–24 to apply for microgrants up to $5,000 to lead projects that reduce greenhouse gas emissions, build climate resilience, educate the community or advance sustainability in Bellevue. Volunteers are needed for the Kelsey Creek Farm Fair on October 3rd - Assist staff with event set up, running children's activity booths and other event tasks at our annual Farm Fair event. Volunteers gain experience working a large event, customer service skills, experience working with children, and teamwork skills while earning community service hours. Ages 15+. (link)
