Consent Calendar: 

• Additional funds  ($15k) for Project and Portfolio Management software from Smartsheet, not to exceed a total of $358k plus tax for September 2024-September 2027. This will increase the number of licenses. 
• Authorize an on-call contract with IDAX Traffic Data, LLC for traffic studies not to exceed $500k plus tax for a term of three years, with the option to extend the contract up to two times for one year each. Examples of studies include pneumatic tube counts of speed and volume, camera video collection, parking utilization studies and more. IDAX was one of two firms that submitted bids. 
• Determine whether an existing sewer easement is surplus and no longer required for continued sewer service, as it will be replaced by a new easement aligned with the planned development of an 8‑story residential project - 175 market rate units, 10,636 SF commercial space and 154 below grade parking stalls in Old Bellevue. The public hearing will be held by the Hearing Examiner on 8/4. 
• Agreement with Owen Equipment Company to purchase of one new Hydro Jetter Truck, not to exceed $419k plus tax. The city’s existing Hydro Jetter Truck will reach the end of its useful life in 2027. The interlocal agreement with Sourcewell is being used for this purchase. 
• Supplement to theProfessional Services Agreement with HDR Engineering, Inc. for an additional $1.5M plus tax, for on-call construction management services. The Capital Projects Division of the Transportation Department has had a workload exceeding their staffing, and the 2024 contract with HDR for up to $2M (with $500k extension?) has nearly been committed, though it was originally supposed to last for 4 years. Funding will come from the 2025-2030 Transportation CIP. 
• Supplement to the Professional Services Agreement with HNTB Corporation for an additional $1.5M plus tax, for on-call construction management services. The Capital Projects Division of the Transportation Department has had a workload exceeding their staffing, and the 2024 contract with HDR for up to $2M (with $500k extension?) has nearly been committed, though it was originally supposed to last for 4 years. Funding will come from the 2025-2030 Transportation CIP. 

Public Hearing: On February 10 the City Council adopted Ordinance 6903 imposing an Interim Official Control (IOC) for the Downtown-Old Bellevue (DT-OB) Land Use District, along Main Street between 100th Avenue and Bellevue Way, and there is an opportunity to extend it for another six months. The IOC requires preservation and protection of façades and imposed temporary design guidelines. Permanent regulations are being developed as part of the Downtown Livability 2.0 legislative workplan.

    The amended IOC ordinance includes the following changes: Raises the FAR bonus from 40 bonus points per $1,000 of documented construction costs to 100 bonus points per $1,000 of qualifying expenditures; Requires a historic property documentation requirement prior to demolition, rather than an evaluation for historical significance; Establishes clear and objective requirements for the rhythm of bays, entrances, columns, windows, and other vertical façade elements. The new Ordinance is number 6929.  The door requirement includes both “at least one publicly accessible door facing Main Street” and “doors separated at a distance of no greater than 30 linear feet” I think I know what this is trying to say and it sounds like the wording needs to be tightened up. The entire IOC is a concise six pages. 

Council Initiation of work to establish a new “Institutional” land use district for Bellevue College. The College is currently zoned Suburban Residential 4 (SR-4), which is not consistent with the Comprehensive Plan Future Land Use Map (FLUM) and constrains the college’s ability to expand academic facilities, student housing, and other campus infrastructure. The proposed legislative rezone would apply only to parcels currently owned by Bellevue College. Privately owned residential properties within the broader institutional FLUM designation would remain SR-4, but these properties would be eligible to be rezoned in the future to the new “institutional” land use district. Public engagement will include two primary phases and several modes of outreach, listed in the Agenda Memo. There will be targeted listening sessions in Phase 1 and a public info session in Phase 2. It is not stated whether the Public Information Session will be in-person or not, or recorded or not, but it will have time for Q&A. 

Staff will present an administrative Business Improvement Area (BIA) Policy that establishes a framework for the formation, governance, and administration of potential future BIAs in Bellevue (info only, no Council action).  The Bellevue Downtown Association is leading exploration of a potential BIA to provide sustainable funding for enhanced services in Downtown Bellevue. Services could include beautification, marketing, events, and supplemental maintenance – without any impact to the city’s General Fund. Early concepts include several potential boundary options and a preliminary annual budget in the $3–4.5 million range; a petitioning process could begin as soon as this fall. Parking could also be affected under this policy, but it’s not mentioned in the description of the BDA’s efforts. 

Cascade Water budget/rates and Cascade Supply Program briefing - This program would connect to the Tacoma Public Utilities system. Cascade is proposing a 9.5% rate increase per year for 2027 and 2028. For Bellevue, this would translate to a 9.19% cost increase for 2027 and an 8.87% cost increase in 2028. Bellevue buys 100% of the city’s water from Cascade. In March 2025, Cascade and the City of Tacoma finalized two agreements that would begin supplementing Seattle Public Utilities’ declining block supply with water from Tacoma Public Utilities. This allows Cascade to defer development of the Lake Tapps Reservoir system until the 2060s.  

     Phase 1 will install a transmission line (construction beginning in 2032) with 20-30 miles of pipe, approximately 54” in diameter, to deliver up to 32.5 million gallons per day (MGD) of water. There would also be a water storage tank and a rechlorination station, and this phase may cost between $1.13B and $1.35B. No estimate is provided for Phase 2 and Phase 3. A $60 million revenue bond would be issued as part of the 2027-2028 proposed budget to provide initial capital funding flexibility. A typical household uses $23.66 of Cascade water monthly, so the increase over the two years would be an extra $5.36/month.

    The Legislative report discusses the Millionaire Tax repeal initiative and local sales tax impacts, budget shortfalls, a road usage charge based on mileage, tort study, sidewalk funding, pretrial release, the Washington’s Water Future initiative, and taskforce to establish a Department of Housing. 

   Around Eastgate, 911 calls are decreasing, consistent with city-wide trends, fewer requests are being made on the MyBellevue app for Homelessness Outreach and Assistance, officer-initiated calls are increasing (indicating more proactive policing), no clear trend in CARES case management, and more proactive encampment monitoring visits. Eastgate and Factoria residents give their neighborhood lower scores for safety, but perceived safety at night trends upward and perceived daytime safety has decreased. The Eastgate Campus Action Plan Status reports identifies many successful steps taken.

The CIP Projects status report has information about upcoming meetings to guide the BelRed Park planning process; this new park will be 8 acres. There is a new pop-up off leash area at Enatai Neighborhood Park. Robinswood Park playground replacement designs are complete, and this should go to bid in the next few months. There will be new equipment for 2-5 year olds, and a new area for ages 5-12 that will be just south of the 2-5 area. There is a mention of an adjacent covered picnic shelter too, but no images of that are shown, and it’s unclear if that is going to bid at the same time. 

A presentation on the Bellevue Naturalist program will focus on recent restoration successes at multiple park sites, explain how volunteers are integrated into our land management framework, and discuss the next application cycle and upcoming events. 

The Board will vote on a letter to City Council recommend a $60 million revenue bond as part of the 2027-2028 proposed budget to provide initial capital funding flexibility for the 2027-2032 CIP Budget Recommendations, with a theme of ‘A Parks System Within Reach for All’ - Increasing Access in Underserved Neighborhoods, Bridging Gaps in Growing Urban Centers, Connecting People of All Abilities, Connecting People to Nature, Expanding Access to Water, and Connecting Communities with Recreation Facilities and Programs. 

The Board will elect a Chair and Vice Chair to serve until June 2027.

Blood donation opportunities have been added to the event calendar for 7/9, 7/15, 7/23 and 7/29. Volunteers are needed for donor registration, monitoring donors, and promoting blood drives; these 3-4 hour shifts would be 1-2 times per month. 

Volunteers are needed each week at the Bellevue Farmers Market Sign-ups are open for the 2026 season; roles include info booth, set-up/tear-down, vendor support, market day champions, photographer, and Kids POP Club, for all ages and abilities with no experience necessary.
