Greater Seattle Partners Board Meeting (time?) (link) - potential meeting date was included in Intergovernmental Affairs info, but their meetings and agendas aren’t listed online. We’re represented by CM Robinson on this board. 

Accept donation of painting Raindrop by the artist Soo Hong - the artwork was used as the cover art for the Diversity Advantage Plan 2025-2035. 

Update on Performing Arts Center - the RFP that closed in June sought consultant vendors to assess current market demand for a performing arts center, review recent studies by partner organizations, and help craft a potential pathway forward. There were 8 applications to the RFP. The Arts Commission should receive the final report in late 2026 or early 2027, ahead of cultural planning efforts expected to begin in 2027.

Note: this is separate from the work for an outdoor festival space; Bellevue’s consulting team includes AMS Planning and Research, an international arts management consulting firm, along with Framework and Snøhetta, to assess the opportunity for a new year-round outdoor festival and event venue in Bellevue. An update on the outreach will be provided at the October meeting. 

For the Capital Facility Grants, $1.76M was requested and the recommendation is to provide $1.04M to the American Asian Performing Arts Theatre, Bellevue College Foundation - KBCS Radio Station, and Theatre33. 

All creative crosswalks have been installed, and safety impacts will be studied. 

Finalist interviews for the Factoria Public Art selection should happen in early September

Study Session on 2026-2027 Legislative Priorities for BSD 

Public Hearing on the Utilities Department proposed 2027-2028 operating budget, 2027-2032 capital budget, and 2027-2028 rates. This will be further discussed at the Sept 17th meeting to develop a recommendation that will be presented to City Council on Oct. 13th. A preliminary financial forecast is provided. 

Presentation on Wastewater Remote Sensor Monitoring Pilot: Bellevue Utilities operates and maintains approximately 600 miles of wastewater collection system. Historically maintenance was scheduled based on experience and maintenance history. Bellevue has a pilot program using Kallipr radar level sensors on selected high-maintenance sewer lines, and early results have allowed unnecessary scheduled maintenance to be skipped. This also provides greater visibility into unusual flow conditions that may warrant further investigation.

Stage 2 Burn Ban is in effect until further notice, issued by the King County Fire Chiefs Association (link). There has also been a statewide wildfire emergency since Aug 1st, with a prohibition on most outdoor and agricultural burning through Sept. 30th (link). Walla Walla's water supply is at risk because of the Paradise fire and Entiat River is closing early to salmon fishing since salmon and other fish are dying because of substantial sediment and debris flows associated with the Little Giant Fire.
