Report on Career and Technical Education (CTE)  Approximately one third of the 2024 graduating class earned two credits in a single career cluster during high school. There are overall gender disparities and some specific programs have heavily male (Cisco, Core Plus Construction, Auto Tech, and Welding) or female (Teaching Academy and Nursing Assistant) participation. The board will vote on approval of the 2025-2026 District CTE Plan. Career exploration and planning will start in middle school, and there will be an event for students and families this spring. A grant has been obtained for financial literacy curriculum planning that will serve all grades. In order to ensure new courses are being created to match changing needs, there is a decision-making matrix and CTE Advisory Committees. An Advisory Kickoff Event will be held on October 30 for post-secondary and industry partners. A four year plan and executive summary are also provided. 

First reading: Revisions to Policy 5010 (Nondiscrimination and Affirmative Action) are necessitated by WSSDA review (more examples of employment discrimination and focus on the complaint process) and ESHB 1296 (which created the protected classes of ethnicity, homelessness, immigration/citizenship status, and neurodivergence).  Policy 3210 (Nondiscrimination - Students) will also be revised, including a new definition of discriminatory harassment, and new language on training requirements and retaliation. The district will include the model student handbook language provided in the RCW. 

Change of bylaws to match changes to commission eligibility and exclusionary periods that were adopted by the City Council 

Sewer cost-of-service analysis will be used for revenue-neutral rebalancing of costs based on the 2027 revenue requirement forecast for the sewer utility presented to ESC and the City Council in 2024. The recommended option would gradually adjust rates for each customer class over the next five years. The greatest increases would be for Single-Family, and rates would increase by 13.04%-14.15% each of those years. If done over three years, Single-Family Residential rates would need to increase 15.75 percent in 2027, 15.35 percent in 2028, and 13.97 percent in 2029, and Multi-Family would increase 3.7% each of those years. Significant upward rate adjustments would then apply to all categories - 11.2% annually. Current cost recovery in Single Family Residential is 91%.

Bellevue is offering an opportunity for community members to weigh in on how they feel about Bellevue and how they access information from city government. Applications for 2026-2027 Advanced Learning Services are now open. Any parent/guardian of a student in grades 1-11 may apply for testing by October 10th at 4pm. BSD students in Kindergarten and Grades 2 and 5 are automatically tested, and there is no need to reapply if you are already receiving Advanced Learning Services.
