Hopelink's 2025 Community Needs Assessment for North and East King County Continued review of the 2027-2028 Funding Percentages; if additional funding becomes available later, it will be split evenly between shelter and shelter-based programs, financial assistance, and food & basic needs.

30 minutes is allotted for Oral Communications, and sign-up starts at noon the day of the meeting Aside from one letter in opposition to proposed HOMA density, the Written Communications were all commenting for the Critical Areas Ordinance public hearing. Commissioners will share remarks to thank Commissioner Ferris for her service. Staff will provide an overview of current projects under review and trends in development activity. The City's Chief Demographer will provide an overview of current trends. An audio recording of the retreat will be available afterward. 

Bellevue by the Numbers: Community data is available on five dynamic, interactive data dashboards. The demography data informs projects such as Comp Plan Updates, Great Neighborhoods, Jubilee in the Community, etc, planning by other departments (traffic modeling, Water Facility Inventory reporting, Police Annual Report, Finance TIFIA Bond Report, Finance Annual Comprehensive Financial Report, Human Services Needs Update, Water and Sewer System Planning, etc.) and projects led externally, such as by WA Office of Financial Management, PSRC, and the Bellevue Chamber.  

Presentation on the Affordable Housing Strategy update. There will be a committee report on outreach, along with holiday meeting planning and 2026 planning.

Explores the impact of efficiency standards for commercial buildings 20,000+ gsf.

Athletics and Activities report, including demographics of participants, competition results, average GPA, Robotics and STEAMnasium events, continued development of girls' flag football, Jubilee REACH collaboration for middle school, Drama in high school, alternative routes to get PE credit, Field trip approval and tracking process improvements, and support for volunteers and PTSA partnerships.

Award of Architect and Engineering Contract for the Interlake High School Renovation and Addition, $11.8M to Hutteball + Oremus Architecture (HOA). The full design now includes a new athletics facility, a 16-classroom addition, additional music spaces, improvements to ADA access, improvements to parking and site circulation, a new CTE/STEM/Presentation addition, as well as sustainability and safety improvements. Newly constructed spaces will be designed to achieve Net Zero Energy Use Intensity (EUI), incorporating geothermal wells and solar arrays.The maximum allowable construction cost is $100.5M based on state standards.

Adoption of updated bylaws 

Sewer cost-of-service rate design with options for cost increase phase-in. In addition to the differences between the customer classes, there are interesting differences in the impacts on different types of multifamily buildings. Some buildings have much lower average use than others, and the ones with high usage are disproportionately in areas with lower household incomes. Buildings with high usage will be charged more under this plan than they would have otherwise. (note: It would be interesting to know if these differences reflect a higher percentage of absentee owners or tiny units that only hold one person, and if the buildings with more use might have people doing work-related laundry in the building they live in, etc.) (Second note: The cost increases shown here and in the previous ESC meeting are higher than was shown in the financial attachment for the recent City Council meeting, since that did not include the phase-in). If approved, cost-of-service and rate design options would take effect on January 1, 2027. 

Solid Waste: Republic Services' contract is valued at over $35 million annually and runs through June 2028. For the procurement of services after that date, ESC will be engaged in early 2026 to provide input on potential parameters and enhancements for future services, including areas such as customer service experience, equity, public outreach, data and reporting, recycling and composting, and performance standards. Data on reliability and outcomes from the July work stoppage are included. 

Budget and capital investment planning - Asset management, rate forecasts, operating and capital budget proposals, etc. are on the calendar in the coming year. Utilities begins the budget process ahead of the overall City.
