Bylaws update of exclusion period and term limits

Panelists from 4Tomorrow, East African Community Services, and DSHS' Office of Refugee and Immigrant Assistance will discuss the impacts of federal immigration policy on the immigrant and refugee communities - current needs, service gaps, and emerging challenges and complexities for service providers.

The minutes from February 2nd discuss the funding allocations, how programs are monitored/audited (including collaboration between jurisdictions on this), technical, logistical, and operational assistance to these programs, high cost of office and community space. Commissioners are encouraged to participate in site visits in 2026. There was a discussion of the process for reviewing the applications for teen programming and convening funding. The RFP will open in early March and close in early April; staff will be ready to provide assistance, and there will be workshops in March.

Thursday, March 5th 

Consent agenda: Classified, Certificated, and Coaches HR report,student travel. Warrants and transfers: Payroll $23.7M, $7.5M from general fund, $3.9M for capital projects, $99k of ASB funds. Out-of-endorsement staff assignments has decreased from 87 to 16 since the 2024-2025 school year, and the 16 are only 6.8 FTE. Surplus computers and other equipment. There are seven additional surplus portable classrooms at Newport HS that will be demolished on-site, and the district inventory of portables is listed (Ringdahl also had some that were not in use).

Literacy and Math Goals Progress Report. Metrics are based on 3rd grade literacy and 5th and 8th grade math.

       Literacy: Fall to Winter gains for 3rd graders are on track for meeting annual targets. This is attributed to "implementation of Science of Reading practices, including improved alignment across instructional materials and foundational literacy instruction."  At the Winter checkpoint, students were, on average, 75% of the way toward expected annual growth. Notably, 42% of students have already met typical annual growth, and 21% have met stretch growth (stretch growth is needed when students are significantly behind and need to catch up). Science of Reading techniques for 3rd-5th grades and family engagement is also described. 

     Math: 5th grade performance in math meets the goals for the general student population, but does not meet all the subgroup goals. The plan is for more consistent implementation of MTSS practices and to "incorporate research-based supplemental resources designed to build number sense, deepen conceptual understanding, and strengthen procedural fluency." Fall to Winter gains for 8th grade are only meeting goals for the Black subgroup, and strategies to address this are MTSS, monitoring of the Algebra 1 Support course, and i-Ready diagnostic and instructional resources. The latter are used for instruction and to inform small group instruction, personalize learning pathways, and determine intervention needs. For teachers, ongoing professional development in tiered and small group instructional practices, and in some schools, interdisciplinary staff are partnering to support implementation of personalized instruction. There is also a plan to partner with math experts to deliver high intensity tutoring services to enhance instructional practices and boost student achievement in math. 

     There are three categories: non-proficient, and early on (proficient), and mid & above (proficient). The targets only take into account whether students go from non-proficient to proficient, not whether they advance within the proficient categories or exceed grade-level expectations by a greater amount. There is also no metric that would show growth in students who are not close to the proficiency threshold but may be making progress to get closer to grade level, though it appears the data exists and was just not included in this report. Scoring at or above grade level on the spring Diagnostic should mean an ~80–85% likelihood of meeting proficiency on most state assessments.

Acceptance of the Evergreen Transitions Project 22,500 sqft facility, allowing the program to move from Interlake to a new location adjacent to Highland; punch list items have been completed. 

Board approval is needed for a $100 million bond sale this spring, in partnership with Piper Sandler and the Finance and Facilities teams, to advance voter-approved capital projects. Voters authorized $675 million in February 2020; following bond issuances in 2021 ($115 million) and December 2022 ($70 million), $490 million remains available prior to this sale and $390 million will remain afterward. Bond proceeds will support completion of construction at Newport High School and the Transitions Program Sensory Garden, continued delivery of the Big Picture School replacement with occupancy anticipated in fall 2026, and early planning and pre-construction for future replacements at Interlake High School and International School. The proposed resolution actually authorizes issuance and sale of up to $312 million in bonds. The Bond Guarantee resolution texts describes the outstanding principal from the various past bonds that may be refunded, not to exceed $212M in total. The Bond Delegation resolution says that none of these extant bonds have an interest rate greater than 4.5%, and the refunding would only be done if we can get a better deal. There will be an opportunity for public comment on or before March 19th. 

Financial statements - Fund balance at the end of January was $3.7M better than projected, but those gains are not expected to carry forward through the end of the school year; we're likely to be only $54k ahead of the previously projected year end balance.

Solid Waste Contract Procurement. This contract serves over 30,000 single-family households and nearly 2,000 multi-family and commercial properties. The contract began in 2014 has an annual value of $37 million, and the expiration is June 2028. A consultant firm, NewGen Strategies and Solutions, will be used for the competitive  procurement process. Community input will come through formal annual surveys, informal bi-monthly surveys, user experience research conducted by the University of Washington’s Human Centered Design and Engineering program, community workshops, listening sessions with community partners and organizations, and on-going dialogue with the Bellevue Diversity Advantage Network. Reliability, affordability, and user experience will be prioritized. State policy for Organics Management Laws (2022, 2024, 2025) and Recycling Reform Act (2025) will require data collection for compliance and some public education. There are potential technologies like AI, vehicle electrification, and location monitoring (Note: could this help us reduce the sidewalks blocked by bins?) Staff will present the package to City Council in late March.

Utilities Bill Assistance Program Current programs support our most vulnerable customers, particularly low-income seniors, low-income individuals with permanent disabilities, and households experiencing short-term financial hardship. Based on the Commission’s direction from the January meeting, staff developed program expansion options. The recommended option would expand coverage to senior/disabled households in the 50-80% AMI bracket (assistance covering 70% of the utility bill). The levels currently listed by ARCH say 80% AMI for a two-person household is $100,544 and $125,680 for a four-person household. 9% of Bellevue households are in the 50-80% AMI bracket, but this may not be the same percentage within the senior/permanent disability group. Making this change for the long-term programs would have an annual cost of $1.4M and add $1.68 to the typical bill starting in 2027, and a similar change might be made to emergency assistance eligibility as well. The cost associated with versions of the program that serve all low-income residents are given as well. There is also a recommendation for reduced solid waste rates for qualifying multi-family residential customers (non-solid waste utilities currently provide a rebate check for these customers). All low income households are eligible for an annual ~$150 rebate check on taxes.  More outreach is being done and information will be added to the MyBellevue app. The end of year blackout period is expected to be eliminated with enrollment and renewal process changes.

BSD Family Engagement Survey is open until March 20th. 

The Safe Speeds Bellevue Survey is open until March 31. The city wants to hear from you about the streets where speed limits were reduced and evaluated in 2025, streets where lower speed limits should be prioritized and how you would like to stay informed of the project. The survey will take approximately 5-10 minutes and your feedback will remain anonymous. All questions, including demographic questions, are optional. There are 10mph reductions proposed for W. Lake Sammamish Pkwy, part of Northrup and NE 20th, BelRed Rd, part of Kamber and SE 26th, Factoria Blvd, part of Newport Way, maybe others, and 5mph reductions in many places such as downtown, LWB, part of 114th,120th, 124th, 132nd, 148th, 140th, part of the Lake Hills Connector and many more.
