Probation Services Division and Community Court Presentation
- The Probation Services Division received more than 1,650 client referrals in 2025 alone. Services and supervisions provided may include active probation, compliance monitoring, electronic home monitoring, robust programming, work crew, or a combination of two or more.
- Since the July launch of the Community Court at the Bellevue Library, multiple participants have successfully completed and graduated from the program, demonstrating early success in fostering accountability and positive change.

Council will consider Arts Commission recommendations for 2026 Project Grant allocations and may direct staff to proceed. The two grant programs are Eastside Arts Partnership (EAP) Support Grants (grantees are on a two year cycle and will receive the same amount in 2025 as 2026) and Project Grants (awarded annually, recommendation is $187k to 31 grantees, mostly $3k-7k and with a $1k bonus for BelRed grants). Funds will come from Bellevue's 2025-2026 General Fund and King County 4Culture support grant. Attachment has project allocations with details about the proposal for each project.
Consent Calendar:
- Accept up to $180,912 in state gas tax funding to support the construction phase of the Lakemont Boulevard RRFB at SE 58th St (Note: not sure how this can possibly be so expensive, see info here)
- Acceptance of $1,628,418 in state Climate Commitment Act funding for design and construction of the NE 2nd Street Bike Connection, Bellevue Way NE to 108th Ave NE Project. This will use the existing paved footprint of the roadway. Buffered and striped bike lanes, bike signals, two-stage turning boxes, intersection treatments and bicycle signals will be installed and on-street parking will be reconfigured to create parking-protected bicycle lanes. This location is currently a gap in the bicycle network and will connect with a locally-funded bicycle network project on NE 1st/2nd Streets that is scheduled for construction in 2026 (Note: Surprised to see that work adjacent to Downtown Park is planned for 2026, since the design shown for Bike Bellevue seemed very likely to make traffic on Main worse, and the Transportation Commission voted not to move ahead with it right away). The bicycle facilities installed with this project are planned to be extended to the east to 112th Avenue NE as part of a future project. Design on this project would start in 2026 with construction completion expected by the end of 2028.
- Amendment to the Professional Services Agreement with Transpo Group USA, Inc. in an amount up to $83,785.91 plus tax over the original $350k, to continue providing project management services and engineering support for Bellevue’s SMART grant project, Real-Time Signal Safety Intervention (RTSSI). This will help provide documentation needed as a deliverable for a $1.43M federal grant and enable an application for the next round of grant funding.
- Authorize the Second Modification to the Independent Force Investigation Team - King County (IFIT-KC) Interlocal Cooperative Agreement adding Seattle Police Department as a member agency, now that they have been released from the consent decree. This is needed in the event of an officer-involved use of deadly force that results in death or substantial physical injury.
- Adopt the name of Eastgate Commons for a new park as discussed by the Council at a November 18, 2025 meeting.
Study Session: Bellevue School District Levy Renewal – informational update to Council The February 10 special election ballot will include renewal of two local levies that comprise roughly one-quarter of the school district’s funding, with the remainder coming from state funding and federal sources. Proposition 1: Educational Programs and Operations Levies (EP&O) ($0.75 / $1,000), and Proposition 2: Technology & Capital Projects Levy ($0.54 / $1,000). These would collect $3,851 per pupil in calendar year 2026. BSD currently has a comparatively small local schools tax rate per $1,000 AV, with more than 15 King County cities having higher school levy rates than Bellevue. These levies should have a roughly revenue neutral impact on residents and property owners compared to 2025. BSD enrollment is up by approximately 200 students in 2025-26 compared to the prior year, with some of its most robust growth in the kindergarten grade. Kindergarten is currently up to 1,200 students, a number not seen since 2020. In-district student enrollment grew at the elementary level, and nonresident enrollment grew by 300 students from the prior year, both of which stabilize the district enrollment.
Study Session: Eastgate Campus Update: Approximately 1,500 people live or stay at the Eastgate campus in PorchLight men’s shelter, Polaris, and Plymouth Crossing. Since the Oct 28 Council meeting, PorchLight operational adjustments to reduce loitering were made, there is funding for a new staff member for two years, BPD has increased their presence, and there are increased on-site health services. A Friendsgiving event welcomed residents, neighbors, and city staff. Stats on Fire Department and Police calls are being tracked (for Fire, EMS and Cares calls, but not fire responses). There is now an action-focused subcommittee of the Community Advisory Group. Community members are encouraged to use the MyBellevue app for reporting. Security improvements for the Park and Ride are ongoing. The City's Homelessness Outreach staff is increasing checks of the area. An FAQ about services has been added to the city website. We will not be able to require Good Neighbor Agreements in the future for permanent supportive housing under state law, but it could be a condition of providing capital funding.
Written Report: In May 2025, structural concerns were identified at the Lincoln Center Property, and city staff have been working to identify alternative accommodations for the Safe Parking Program and options for relocation of the program to another site. The program has continued to operate in a modified fashion in the absence of indoor support facilities. Staff anticipate that the program will be relocated to another suitable location in Q2 2026. In November, the city ordered a shower and laundry combination trailer from NRT Specialty Trailers (price may be in Dec. 9 meeting info) and issued two emergency purchase orders for utility connections to the trailer. One with Sequoyah Electric LLC for $38k plus tax, and the second with Saybr Contractors Inc. for $20k plus tax to connect water and sewer. The shower and laundry trailer became operational for safe parking program participants on December 16.

Report on the "Beloved Community" goal: Next steps are to expand microaggression training district-wide, create a library of equity-focused professional development modules, formalize equity leadership roles with clear competencies and responsibilities, maintain the Equity SharePoint page, strengthen MTSS alignment using surveys and incident reporting, engage stakeholders, and advocate for resources.
Multilingual Learner and Language Programs - serves 25% of the district's enrollment and is trending upward. There are also 54 Native students receiving federal support in the American Indian/Alaska Native Literacy Program. The preferred service model is a two-way dual language program, since stronger first-language literacy is associated with stronger literacy in English. The percentage of English content varies by program, and the grades served also vary, as some of these programs are still in an expansion phase. Some formerly eligible multilingual learners also participate. BSD has Dual Language Immersion in Spanish, Mandarin, and Japanese, and bilingual programs in Arabic and Korean. Being considered is the potential addition of American Sign Language (ASL), Russian, and Hebrew to our language programs.
Public Meeting on Teams for Design Review of the Washington Square Master Development Project, 6pm (link)
BEVEL is at 870 106th Ave NE and is a 12-story, approximately 180- foot tall, 304,590 gross square foot office tower with approximately 246 parking stalls on 0.9 acres Downtown.

Vote on proposed sewer rate design changes that might phase in higher rates for single-family residential over 5 years (an increase of 13-14% each year), in order to decrease the costs borne by multi-family customers, which would *only* have an increase of 6.6% each year; non-residential rates would go up by 13.2% each of those years. There is also the potential to replace tiered volumetric flow rates for SF with uniform volumetric flow rates (Note: this seems like it would penalize users who consume less water). If approved by Council in spring, changes would take effect on Jan 1, 2027.
Update: The Asset Management Program recently completed two priority condition assessment projects: a detailed evaluation of 10 wastewater pump station facilities and a culvert condition assessment project assessing more than 200 structures. There was inter-departmental work to effectively improve capital project selection, including the incorporation of newly updated risk modelling tools into capital project prioritization methods, targeted process improvements to the water main replacement program, and boosted cross-departmental coordination between the Transportation Overlay and Utilities capital programs. The 2021 Strategic Asset Management Plan has a 6-year improvement initiative (page 110 of the SAMP) - 22 of the items have been completed and another 9 are in progress. Next areas of focus will be technology and data.
Utility Bill Assistance Program: Long Term, 70% utility bill discounts and tax rebates, Short Term: Emergency Assistance for four months of relief with job loss, death, or divorce, and matched community donations. Eligibility mostly starts at 50% AMI ($63k for a two-person household) and the long term programs serve seniors (62+) and permanently disabled customers. Roughly 3,000 households in Bellevue may be eligible, and 1096 households were served in 2025. There was a website update, streamlined application process that can be done on a new online platform, and increased staff capacity for outreach. In 2026, there is a plan to shift to self-attestation for renewals in long-term programs (with audits), and eliminating the blackout period from November to January. Benefits will continue during the re-enrollment period when they are gathering documents and staff are reviewing them, and information about the program may be added to the MyBellevue app in 2026.
