Meetings for the week of January 19th

Wednesday, January 21st 

Broadstone North Wilburton at 1400 116th (south side of NE 12th) - eight stories and 278 units. For adjacent streets, changes include new curb and gutter within the right of way. New planter strips and wider sidewalks on 116th Avenue NE and NE 12th Street. A new bus pad is proposed on 116th (maybe related to RapidRide K?), and parking ratios to be evaluated during design review. Building will look massive, but there is a variety of facades planned along NE 12th, so it will look reasonably good for the scale. There is a rooftop amenity, but that looks small for the size of this project. Likely MFTE participation with 20% affordable at 80% AMI. Green roof and bioretention planters are proposed; a stand of trees will be retained at the SW corner. Steep slopes are mentioned, but it's not clear where they are. Docs provided don't show loading dock details, garage exhaust height, etc. 

Update on CIP projects: -Coal Creek Ridgeline Trail: replacing three bridges and constructing a new trail extension-Forest Drive Trailhead: Design of accessible trailhead improvements-Mercer Slough Farmstead Boardwalk: Conceptual design complete for a new boardwalk to connect farmstand and the blueberry fields -168th Ave NE Open Space: The city is working to acquire easements for a greenbelt and trail network-Eastrail: constructing, planning, or supporting improved connections to the trail.

There are also updates on Airfield Park (a progressive design-build alternative delivery option is being pursued but needs authorization); Ashwood Park; Eastgate Neighborhood Park; Meydenbauer Bay Park Phase II; Clyde Beach Park (demolition of the boathouse will wait at least a year for permitting, but then there is the potential of a more natural shoreline and the swimming dock will remain); Chism Beach Park (schematic design is complete); Lake Sammamish property (demolition of six structures is planned for Summer 2026); benches and water are being added to dog parks; at Robinswood, the new turf will have cricket markings in addition to soccer and lacrosse. There is also non-levy funded work in progress for the Kelsey Creek Park bathrooms, Park Operations facility, and Robinswood playground. 

Same bylaw changes for exclusion duration and term limits that other boards have done.

Program marketing is being done with the Activity Handbook, FB, IG, and email newsletter. 

The Human Services Needs Update provides data to identify the areas of need; in 2025 the Needs Update gathered input from more than 700 community members through focus groups, surveys, and interviews. Four cross-cutting themes included persistent barriers to services that meet the cultural and linguistic needs of Bellevue’s residents, provider strain and stigma and mistrust. There are also ten critical areas of need and three life-sustaining priorities: food, housing and shelter, and financial assistance. Progress report on Chronic Absenteeism, with breakdown by age group, race, and other sub-categories. There has been a significant improvement from last school year, and specific strategies are mentioned. 

There is opportunity for public comment before the board votes to express support for the levies.

Signup to speak closes at 3pm Location is at 16035/16007 Northrup Way, dividing 3.9 acres zoned R-3.5 and R-7.5 into 15 single-family lots. Setbacks facing the internal street are small but consistent; lots are narrow and only one building will be the full 35 feet in height. About 1/3 of tree credits will come from retained trees. The pedestrian easement will be realigned at the boundary with Sonora, and there will be a children's play area.

Bellevue Utilities is updating three essential plans that guide how the city manages its storm and surface water, drinking water, and wastewater systems.
