Oral Communications: There will be 30 minutes for public comment; speaker sign-up starts at noon (link)City Manager Report: 2026 State Legislative Session Preview - session is Jan 12-March 12 - Councilmembers will attend the AWC City Action Days Jan 21-22, and there is a Mayors Exchange on Feb 12th.
Consent Calendar: - Parks Property Tax Levy Agreement between King County and the City of Bellevue. If the six-year renewal passes, Bellevue's portion would be about $1.7M per year to the Parks & Community Services revenue bank. Funds could be used for parks system operations and capital improvement projects. - Change Order to the Contract with Cornerstone General Contractors Inc. for Fire Station 10, in the amount of $3,700,000 plus tax, for a new contract total not to exceed $38,279,270 plus tax. There is a CIP increase of $4.25M. Costs are related to HVAC redesign and schedule impacts to coordinate adjustments to address unforeseen conditions. - Consider release of a utility easement located at 200 112th Ave NE. Site has the potential for up to 325 Mid-rise multifamily apartment units over nine stories and this easement will be replaced by new easements granted to the City by a sidewalk and utility Easement, and multi-purpose path easement.
Parking Reform Land Use Code Amendment in response to recent changes to state law enacted through Senate Bills 6015 (2024) and 5184 (2025), as well as Comprehensive Plan updates. Bellevue's current primary parking standards are in LUC 20.20.590 (General Development Requirements for Parking), but several Parts of Chapter 20.25 (Special and Overlay Districts) contain their own parking 2 provisions that partially or fully override the general rules. SB 6015: individual parking spaces may not exceed 8 feet in width by 20 feet in length, among other requirements such as tandem parking allowances, unenclosed parking (i.e., use of driveways), and allowable surface materials for parking areas. SB 5184: minimum parking requirements for residential and commercial uses citywide, as well as circumstances where no parking may be required at all (residential units under 1200 sqft, commercial under 3000 sqft, affordable housing, childcare, mixed use ground floor space, and conversions).
We can still require 0.5 spaces for multifamily (except for co-living), and we can still require parking for construction use, visitors, and ADA access. A parking study is an option if we think we should get an exemption. Bellevue will still have rules for circulation, landscaping, ADA, EV‑readiness, and loading. There is also future removal of parking requirements within one-half mile of light rail or RapidRide stations (and frequent bus service) that could be combined with this LUCA or implemented later.
Multifamily Tax Exemption Program Update (memo)- Council is asked to provide direction on alignment with Wilburton rules, implementing MFTE options for more development types, and to clarify program standards. The state has authorized some new potential exemptions 20-yr homeownership, 12 year extension, and building conversions that we could choose to adopt. Staff is also recommending a city-wide eight year program (for areas with mandatory affordability as may be created by HOMA) but not the 12 year extension. The eight year exemption would require 8.5% of units at 60% AMI or 7.0% of units at 50% AMI permanently (a higher requirement than in Wilburton).
There is a new concept of a TOD exemption from the 30% discount on parking for MFTE residents, though I believe a parking expense is still part of the calculation for affordability that reduces the rent that can be charged. Over 90% of those on ARCH’s housing list looking for rental housing in Bellevue indicated a need for parking, and around 80% of current MFTE renters are renting a parking spot. The timeline for the MFTE program application is also likely to be aligned with the land covenant process, since it is extra work for everyone to do these separately. More information to follow up on Councilmembers' questions from the last meeting are included as an attachment: 1. Opportunities to incentivize the production of 3-bedroom units through MFTE. 2. Parking requirements for MFTE. 3. Workforce requirements for MFTE projects. 4. Third party tenant verification challenges. 5. Introducing the Supercharger as a catalyst program rather than a permanent change.
Under the Wilburton Supercharger, MFTE provides approximately 33 cents of rent savings per dollar of tax exemption (the public benefit). Meanwhile the program costs Bellevue residents approximately 35 cents per dollar exempted (the public cost). It would also concentrate the production of affordable units at the 80% AMI level, which the City already has a robust supply of, while there remains a strong need for units in the 50-65% AMI range. Therefore, staff recommends that this be limited to Wilburton for now. The 12 year extension is also not recommended because of a 2023 Seattle study where the public benefit produced by the extended units was 20-25% below newly created MFTE units, even after requiring a 10% decrease in AMI levels. Bellevue units aren't resetting to market rate until 2031 anyway.
Some taxes will be shifted to other taxpayers, and others will be foregone and reduce City collections. The Financial Impact Analysis is an attachment. Shifted Taxes would have been paid while the project is partially complete and the MFTE exemption hasn't taken effect. After the MFTE exemption starts, taxes are just foregone. "In Bellevue, historically around 70% of the property’s value is assessed prior to the MFTE exemption and therefore shifted rather than foregone." A breakdown from the 6 projects in 2025 is shown. A new 200 unit building is expected to add $3.32 to the median homeowner's tax bill. The MFTE shift (if levies are extended) is expected to be 10.3% in 2041 and 13.4% in 2044 (of total city property tax levies). Voters may be less likely to vote in all levies if taxes are rising significantly, so the shift if levies expire is also calculated, at 24% by 2050. This is a very well organized document that shows how different variables could affect the projections.
There are options around the Supercharger that would affect deep affordability, and Redmond has incentives up to 100% AMI that we do not appear to be considering.
Consideration of the SRM Affordable Housing Rezone application submitted by SRM Development for a rezone of a 4.55-acre site located at 999 118th Avenue SE from Office/Limited Business (OLB) to Neighborhood Mixed Use (NMU). In a document about HOMA from July (will forward to you if requested), it appeared that the NMU designation would allow 110-foot buildings, and the HOMA informational presentation says to expect a 10 story height and FAR of 4 (see slide 12).

Comp Plan Amendment preview (Evans Plaza) There is a requested change in land use designation from General Commercial (GC) to Lowrise 2 Mixed Use on an approximately 10-acre Bridle Trails site (bounded by 136th, 140th, 520, and 24th in the Pineview Neighborhood Center, but not including the 7-Eleven). In this discussion, commissioners may decide to include neighboring properties in a zoning change which would have an upcoming public hearing. The staff recommendation is to include the 7-Eleven but not Dunn Lumber. The HOMA website has an informational presentation that shows this would equate to a 7 story height and FAR in the range of 1-3 (see slide 11).
BelRed LUCA update - outreach, subdistricts, local streets and blocks, stream daylighting, increased FAR and affordable housing to match Wilburton, amenity incentive system, economic feasibility - there should be two study sessions before the public hearing, and one is planned for March 25th.
