Omnibus LUCA (link) Commission will provide feedback on the draft and will vote on whether staff should move forward with scheduling a public hearing.
Some of the changes highlighted in the memo: Tree code clean-up o Allow property line trees to count as ½ credit o Align SR-1 LUD retention requirements with other SR districts (Note: this means a reduction in required tree credits of 60% for SFH and 62.5% for multiple dwellings in SR-1, which was formerly R-2.5) o Move the majority of process and requirements for Master Development Permits, Administrative Design Permits, Departures, and Process Mergers into consolidated citywide section and streamline overlay sections. • Remove single-family as a permitted use in highest density (10 DU/AC through 30 DU/AC, aka LDR-2, LDR-3, MDR-1, or MDR-2, formerly R-10, R-15, R-20 and R-30) residential zones (but continue to permit ADUs up to 1500 sf when developed with middle housing), and all other mixed-use zones, and BelRed residential (BR-R). There are also other policy changes that are expected to be uncontroversial. The state laws that this is intended to ensure compliance with is SB 5611, SB 5571, HB 1757, HB 1576, SB 5509, SB 5559, HB 1096, and HB 1183, and changes are also based on feedback that has been collected since the last update.
In addition to the items that are mentioned in the memo, here are some details from the strike drafts: A change to what is considered a hedge (and therefore gets no tree credits) from the former clipped/sheared definition to a new narrow-crown species definition. Parking and driveway/circulation changes will no longer be included as "development activity" that triggers requirements. The new ADU wording is: (4) Accessory dwelling units are permitted on each lot located in a land use district that allows a single-family dwelling or middle housing to be located on that lot, subject to the performance criteria of LUC 20.20.120. Removed BelRed transition area requirements for primary structures to be 20' from adjacent primary structure. Decision criteria for LUC changes modified from citizens and property owners to the public. Permitted Home Occupation signage to align with the new Sign Code. Home Occupation Permits, Variances, and Critical Area Land Use Permits will no longer be published or mailed (and they were already not required to have a sign). Short plats processed as lot splits are not subject to appeal. Average finished grade is inserted in places that previously just said "grade." Mention of "registration" in ADU exception for single family was removed. Modular construction would be multi-story by definition. Any building with at least one affordable unit would not be required to have facade modulation or stepbacks (Note: I am not sure how this relates to the daylighting angle above 60'). FAR requirements not applicable to multifamily developments (Note: I believe this version of "multifamily" is 7 or more non-ADU units). Wording for solar panels (due to HB 1183) is "Any building may exceed the maximum height by at least 48 inches and up to the maximum amount necessary to accommodate roof-mounted solar energy panels." One of the impervious surface allowances is being increased by 5% for middle housing in a variety of zoning types. At least 10% of the podium roof should be green roof. Removal of some requirements for unit lot development, which would still be reviewed for the building permit (?). Water and sewer availability required before an administrative lot split. There seems to be some indecision about whether the parent and new lots would be able to have more dwelling units than would have been allowed on the parent lot prior to the administrative lot split. Removed rules for child care that was specific to residences since it's allowed under SB 5509. Changes to Master Development Plan review process and Design Review; in some cases an MDP may not be needed, and it's possible that the site plan approved with the Conditional Use Permit will constitute a Binding Site Plan.
Affordable Housing Strategy post-adoption update
The 2026-2032 Affordable Housing Strategy provides an organizational roadmap for how the city can continue to improve housing opportunities for people in Bellevue. The Affordable Housing Action Plan operates as a menu of options to guide future implementation. Twenty high-priority actions were identified to emphasize for implementation over the next 7 years.
Code-related items will be advanced through the annually-viewed Land Use Process Improvement (LUPI) workplan. Code amendments will be initiated by the council, informed by additional public input, and reviewed and recommended by Planning Commission. Draft action items currently on the LUPI workplan include Parking Reform, Lot Splitting, Safe Parking, C-1 Expansions, Downtown Livability 2.0, and High Density Residential.
Wednesday, April 8th
Deadline to comment on the LUCA to establish a development agreement pathway for public-private partnerships (link) - intended to allow greater zoning and development flexibility when the city has ownership or control of property or is a major funder of a project, in order to advance city policy priorities such as affordable housing, sustainability, and economic development. There will also be a public hearing on 4/14 at the City Council meeting. Additional items published in the Weekly Permit Bulletin have the same deadline (tree removals, building height variances in Cougar Mountain/Lakemont, and Bellevue North MDP)
Thursday, April 9th
Public Meeting for Belle Vista, online, 6pm (link) - four office towers (12-13 and 14 stories) in 2 phases on property located on 112th Avenue NE, between NE 2nd to the north and Main Street to the south. Groundwater will be withdrawn to facilitate below-grade garage construction and will not discharge back to groundwater. Project will comply with Bellevue LUC standards to limit impact of glare on 405 traffic. A new traffic signal will be installed on 112th, NE 2nd will be widened by 6 feet, and a multimodal pathway provided along 114th. With vehicular traffic below grade, the amount of landscaped area is greater than typical. There are multiple plazas, with a mid-block connection corridor and 24/7 public elevator. There is a public plaza/passageway that extends diagonally through the ground floor of Building C and allows entry to Building D.
Public Meeting for Altaire at East Main Affordable Housing Development, online, 6pm (link) - redevelop a partially built hotel into a new seven (7)-story multi-family residential apartment complex consisting of 146 affordable dwelling units and 95 parking spaces on 4.55-acre development site located at 995 118th Ave SE (adjacent to Mercer Slough, between the existing Nuovo Apt and 118th Ave SE) with Neighborhood Mixed-Use (NMU) zoning. Natural gas will be used for the fire pit and BBQ. Page 14 states that there will only be noise from 7am to 5pm. There was a partially built Holiday Inn Express; existing concrete structure will be demolished. Project will be outside the wetland buffer. 145 units will be affordable to those at or below 60% AMI. 75' roof height, with elevator and stair structures to 85'.

Safe Routes to School Survey and Interactive Map The city would like to hear from parents, students, teachers, administrators, bus drivers and neighbors about their experience walking, biking, rolling and driving near schools. Please complete this four-question survey and tell us about things you like, as well as things you see that could improve safety near your neighborhood school. Your feedback will be incorporated into the Safe Routes to School Action Plan.

Cultural Conversations Facilitator Course: From May to August, participants will receive a two-hour training each month on group facilitation, cultural competency, language access and best practices for participatory engagement. They will identify relevant community themes for the 2026-2027 Cultural Conversations season, which runs from September to May, and practice new skills during real-world Cultural Conversations events. Applications are due by 5pm on Sunday, April 12th.
Vendor and performer applications are open until April 19th and April 30th for the BelRed Arts Night Market. The event will take place on September 19, 4:00 PM - 10:00 PM at the BelRed Light Rail Station, featuring artist and cultural businesses/organizations booths, food trucks, arts activations, live music and more.
Transportation Emission Reduction Project grant applications for 2026 are open from April 1, 2026 to July 1, 2026. Organizations are encouraged to apply at pse.com.
