Monday, February 23rd

 The new code will guide housing and job growth, transit-oriented development and the BelRed Arts District, and you can meet the planning team. Drop-in event at Highland Community Center, stay as long as you like. Light refreshments will be available. Registration is optional but encouraged. 

Bylaws update of exclusion period and term limits

Eviction Prevention and the Bellevue Conflict Resolution Center (BCRC) - Staff and volunteers use coaching, conciliation, mediation and group facilitation techniques to help resolve conflicts in our community. Their Housing Accord Program (HAP) provides landlords and tenants on-going, free, neutral, and confidential conflict resolution services as an alternative to eviction. This will be an opportunity to discuss the outcomes of an Early Referral Pilot.

The minutes from February 2nd discuss the funding allocations, how programs are monitored/audited (including collaboration between jurisdictions on this), technical, logistical, and operational assistance to these programs, high cost of office and community space. Commissioners are encouraged to participate in site visits in 2026. There was a discussion of the process for reviewing the applications for teen programming and convening funding. The RFP will open in early March and close in early April; staff will be ready to provide assistance, and there will be workshops in March.

Tuesday, February 24th

Consent Calendar: 

- Claims and payroll for January, $30.2M and $18.6M

- Award Water Main Replacement 2026 Phase 1 project to low bidder D&G Backhoe Inc., not to exceed $3.3M plus tax, for 6,900 linear feet of aging and undersized water main the project sites include Clyde Hill locations and south from Chism across Beaux Arts. City will be reimbursed by Beaux Arts 

- Award 2 Enatai Dr Lakeline Access Project to low bidder Stellar J, not to exceed $553k plus tax, to add flushing ports (double cleanout) which will allow high velocity jetting in both directions for maintenance. Work will also affect the bulkhead wall and dock and require a cofferdam, and be timed to avoid disturbing fish. Location is south of Beaux Arts. 

- Release Slope and Temporary Construction Easements at 200 112th Ave NE.  Property is currently being redeveloped, and the developer will construct improvements within the slope easement area that will support the adjacent sidewalk and roadway, eliminating the need for the slope. City will receive $97k if conditions are met. (see hearing info below, regarding the same property)

- Initiating vacation of a dead-end portion of NE 55th Street located on the east side of the Bellevue Golf Course, and setting public hearing. This section is 265 x60' and would be used for the Park Operations Facility if it is no longer needed as roadway. hearing would be March 24th. 

- Authorize Director approval of annual purchase orders for various vendors for small goods and routine services. Aggregate value ($4.86M requested) is expected to exceed $350k, so council approval is required. Heidelberg, Earthcorps, Christensen, Puget Sound Emergency Radio Network, Silver Streak, Envirotech, utility location services, and first responder vehicles are included

- Authorize a nine-month extension of the existing Olympic Pipe Line Franchise Agreement between the City of Bellevue and the Olympic Pipe Line Company, LLC.; this is a 10 year agreement and time is needed for re-negotiation 

Public Hearing on the release of a utility easement located at 200 112th Ave NE. Easement is on the side of the parcel fronting 114th. The easement is from a 1965 street vacation, and utilities were never installed there. Because the city was not charged for the easement, the City is not being compensated, but this is confusing because it originated as a street ROW vacation.  

Study Session on Fall 2025 Housing Trust Fund Allocation Recommendations by A Regional Coalition for Housing (ARCH). ARCH is requesting Bellevue to provide $1.3M for: $1,500,000 for BRIDGE Bothell Urban (Bothell), $500,000 for Hopelink Altaire at East Main (Bellevue), $500,000 for Imagine Housing Forest Edge (Bellevue), $1,716,000 for Habitat for Humanity Orchard Gardens (Bellevue), $462,600 for PorchLight Kirkland House (Kirkland), $976,700 for YWCA Family Village Redmond (Redmond), and $191,500 for LEO Condominiums at Trailhead (Issaquah). Seven projects out of the fourteen that applied are being recommended for funding by the ARCH Executive Board. Recommended projects will create 505 units of affordable housing, with 271 units (53% of the units funded this round) to be located in Bellevue. $1.1M will come from the 2025 CoB Housing Trust Fund, and the rest from 2024 carry forward funds, etc. Our share is 28% of the total $4.6M, and that total also includes $616k of CDBG funds allocated through ARCH. An attachment contains information about other funding sources, unit types, and anticipated residents. There is also information about the projects that were not recommended for funding by ARCH: Imagine Housing Peter's Ridge, KCHA Trailhead Apartments, LIHI Aventine, Parq by Vintage, reSpace sell and stay multigenerational, SRI Catalina (the latter would serve seniors but displace non-senior existing residents).  

Study Session on Housing Stability Program and Affordable Housing Fund, 2025 Funding Award Recommendations. $25.7M from the Housing Stability Program, including $22.5M in capital and $638k in annual OMS funds with an annual inflation factor for a five-year term; and (b) up to a total of $11.3M from the Affordable Housing Fund  to create 271 new affordable homes in Bellevue serving households with incomes ranging from 30% to 80% AMI. Recipients: Bellwether Housing, Bellevue TOD, $2M; Habitat for Humanity Orchard Gardens, $1.7M; Hopelink + SRM Development Altaire at East Main, $18.5M; Imagine Housing, Forest Edge $12.3M. The vision for each of the projects is described, and an attachment provides the number of units at each affordability level that will be created. The decision making framework and context of past support for housing are included, along with a list of program priorities. 

Study Session on HOMA, which will add housing capacity in Mixed Use Areas by adding building height and changing many other rules.  Please see the articles recently posted on NewBellevue.com for info about how it may change heights of grocery store locations.  Some of the other things that would be affected are surface parking requirements, stepbacks, floor plate maximums, and other things that determine the profitability of a development. There is also a fee that would generate funds to be used toward affordable housing. It is hard to determine exactly when projects will pencil out, since there are new changes on energy code and firefighter safety that will make building more expensive, and then things that will make construction less expensive, like the 2023 reduction in noise-proofing and the parking requirement reduction that will be discussed at the Planning Commission this week (see below). An economic analysis is provided to justify the levels at which the fees are being set and project potential profitability depending on economic conditions. An outreach summary is included, but I would like to point out that dozens of the StoryMaps visits were made by me personally, so the number of people who were reached with that tool may be far lower than 3,500, and it is very disappointing that this was never replaced with something that had equivalent functionality.

Parking Reform LUCA is being worked on by the city in response to SB 5184, SB 6015, and HB 1491, and Council is looking at ways to reduce parking even further, going beyond the state requirements. The deadline for compliance is January 27, 2027.

       Bellevue cannot require parking for new residential or mixed-use development located within one-half mile walking distance of a light rail station, or within one-quarter mile walking distance of a bus rapid transit stop (map shows radius, not walking distance). Parking would still be required for commercial, but would including a single housing unit be enough to evade the requirements?  We can still require ADA parking and loading zones. 

     We would be not able to require any parking for Housing units smaller than 1,200 square feet; • Commercial spaces smaller than 3,000 square feet; • Affordable housing as defined in RCW 36.70A.030; • Senior housing; • Licensed childcare centers; • Ground-floor nonresidential space in mixed-use buildings; and • Buildings converting from nonresidential to residential or switching between commercial uses. 

     We would be able to require a reduced amount of parking for other residential and commercial development: • Multifamily residential: 0.5 spaces per unit • Single family residential: 1 space per unit • Commercial: 2 spaces per 1,000 square feet (Middle housing is locally defined as smaller than multifamily, though I'm not sure which threshold SB 5184 uses). For middle housing, we already dropped the required parking from 2 spots to 1 spot, even though that was only required by the state mandate for 5% of Bellevue parcels. 

   Spots can be smaller than before, they can't be required to have a carport or garage (same as Bellevue's current requirement), tandem spaces count as two spots (even if though that will be four units' worth of parking), "tandem spaces can have more than two spots (6 or 8 units' parking allotment? May be an interesting option in a self-driving/parking future), and there is also a mention of "existing non-conforming gravel parking." 

   On January 13th, Council directed the consideration of some additional options: Council directed staff to perform analysis and outreach to explore additional scope options that could advance related Bellevue 2044 goals. These options are: 1. Extending station area rules from a quarter mile to half a mile for RapidRide corridors 2. Removing parking requirements in areas with frequent bus service (≥4 trips/hour for ≥12 hours/day). 3. Further expanding location-based exemptions or eliminating minimum parking citywide. 

Process Improvements - Six of the commissioners provided some process improvement ideas through a group survey last fall, as summarized in a four-pager. Ideas include visibility into the responses to public comments, a recurring time for pre-meeting briefings to simplify scheduling (while avoiding a quorum), clarification on the scope of CPAs and LUCAs, request for more maps and graphics, a new commissioner mentorship program, and a glossary of acronyms.

Opportunities:

Human Services Commission vacancy is open to Bellevue residents who apply by 5pm on Monday, February 23rd. This commission meets on the first and third Monday. Washington State PTA is looking for 3-5 members-at-large to fill our 2026-2028 nominating committee. This will be the committee that seeks out and nominates the WSPTA board of directors for 2027-2029. Must already be a local PTA member, apply by February 26th.

Comment on the draft updates to Bellevue’s Affordable Housing Strategy by March 3rd (Note: They say how to comment will be explained at the Feb 26th and March 2nd info sessions, and there is background info and a comment option at Engaging Bellevue).

The Safe Speeds Bellevue Survey is open until March 31. The city wants to hear from you about the streets where speed limits were reduced and evaluated in 2025, streets where lower speed limits should be prioritized and how you would like to stay informed of the project. The survey will take approximately 5-10 minutes and your feedback will remain anonymous. All questions, including demographic questions, are optional.
