LGBTQIA2S+ Panel PresentationRepresentatives from Pride Across the Bridge, Eastside for All, and The Lambert House will discuss their work supporting and empowering the community. Sustainable Bellevue Environmental Stewardship Plan This presentation will focus on topics related to community members meeting basic needs and climate resilience. Commissioners will be asked how this work may advance HSC priorities, investments, and actions. The update will be presented to City Council on July 15th and adoption of the plan is expected in the fall.

Consent Calendar

- We are required to adopt a compost procurement ordinance, that could increase demand for compost products by applying them to city landscaping, post-construction soil amendment, erosion prevention, stormwater filtering, and low-impact development retention of surface water. 

- Bellevue would reduce speed limits on four arterial streets that have been chosen for testing/evaluation. 

  • Northrup Way (from 108th Ave NE to just east of 120th)
  • 124th Ave SE (starting at Coal Creek Parkway and continuing along SE 38th to Factoria Blvd)
  • Village Park Drive (from Lakemont Blvd to city limits bordering Issaquah)     
  • NE 40th St (between 140th and 148th)

These currently have 35 MPH speed limits; the first two would become 25 MPH and the other two 30 MPH..  Speed studies will be conducted about two months after the signs are posted.

 - Resolution adopting the City of Bellevue 2026-2031 Transportation Improvement Program (TIP)

- A water line is being relocated as part of the development of a 77-unit townhome community on the site of a former Verizon headquarters at 158th Ave SE and SE Eastgate Way - resolution to partially release the utility easement, and a new easement will be recorded later to reflect the revised alignment 

- The city is awarding $1.8M to KidsQuest, Theatre33, American Asian Performing Arts Theatre, and Bellevue College Foundation for capital projects and maintenance. BCF will operate as a community gathering space, and AAPAT will open the rehearsal space to other performing arts groups. 

- Bellevue Police Department will be switching to a different model of duty firearm, in order to meet Washington State Criminal Justice Training Commission (WSCJTC) requirements. 

Presentation from King County Library System The last capital bond was approved by voters in 2004 for $172 million and was paid off in 2024. Those capital bond funds were used to construct 16 new libraries, renovate 14 libraries, expand 11 libraries and two parking lots. All projects included in the 2004 capital levy are completed, including the Lake Hills Library Renovation, Newport Way Library Expansion, Bellevue Library parking garage, and Library Connection @ Crossroads. Leadership is considering asking voters to approve a levy lid lift in the future. This would increase revenue and help KCLS maintain services as costs continue to rise faster than the current 1 percent revenue growth limit.

Update from the Inclusive Innovation Forum, which will support innovation partnerships with companies and entrepreneurs, enhance digital equity, and help the city assess emerging technologies.

Council direction is requested to proceed to the architectural and engineering contract stage to support permitting and construction of Meydenbauer Bay Park Phase 2.The proposed next phase includes: 

 improvements to the Main Street / 110th Ave intersection; 

 the Gateway Plaza at the corner of Main Street and 110th Avenue (not including the pavilion shown in concept drawings); 

 new expanded parking on the Gateway and East Parcel areas; 

 the Canopy Walk accessible-grade elevated path down the hill; and 

 an interim pedestrian trail on the future Promenade area to connect the Gateway to the Phase 1 park area.

The proposed next phase does not include changing the existing marina configuration, constructing the over-water Bay Connector elevated path, or restoration of the shoreline edge. No further study or design will commence on these elements as focus is narrowed to the scope of Phase 2. Improvements to the Lake Washington Blvd streetscape and the Sunset Terrace area are also not included in the next phase of development.

We anticipate construction documentation and permitting will take approximately three years before construction can begin. Staff will negotiate an architectural and engineering contract and return to Council for approval.

Draft policies for Crossroads and Newport Neighborhood Area Plans

Partner presentations from Peyvand NPO, Performing Arts Festival of the Eastside (PAFE),  Resounding Love Center for the Arts, and Emerald Ballet TheatreIncluded in the project updates are art installation maintenance work that will start with Piloti in Downtown Park, and Gandhi in Ashwood Park. An Eastside Artist Roster is under development.

Sustainable Bellevue Plan Update 

Staff are also proposing a new Materials and Waste Management metric – reduction of total per capita waste tonnage, and a new metric for measuring stream health, based on regular assessment of Benthic Index of Biotic Integrity (BIBI). There will be a discussion of the outreach conducted, and discuss other opportunities in Organics Management, the Bellevue Solid Waste Contract, Stormwater, and Water ConservationWatershed Management Plan UpdateThis focuses on watershed priorities, so policy work will be finalized as part of the Surface and Storm Water System Plan. Stormwater planning will be presented in fall 2025. 

A public outreach plan is being developed for the Surface and Storm Water System Plan.

The Environmental Monitoring Program is a systematic approach to assessing the health of Bellevue’s streams- long-term monitoring of six key indicators: streamflow, water quality, physical habitat, benthic macroinvertebrates, resident fish, and spawning salmon.

The National Flood Insurance Program has a Community Rating System that Bellevue participates in to qualify for a 25 percent reduction in flood insurance premium for City residents, and requires activities like drainage system maintenance, updating the flood maps, enforcing regulations and stormwater code, and doing outreach.
